The Toowoomba Regional Planning Scheme is a 'living' document that can change over time. Approved changes are published as amendments and included in a new version of the Planning Scheme.
The Queensland Government Minister's Guidelines and Rules (MGR) sets out how a planning scheme can be amended. Amendments can be administrative, minor or major.

The amendment updated infrastructure schedules of works, maps and supporting documents. It aligned water supply, wastewater, transport, stormwater, public parks and land for community facilities networks with our priorities. The planning horizon of these networks was extended to 2031.
It took effect on 28 November 2022.

The amendment added urban waterways to trunk stormwater quantity infrastructure plan maps.

The amendment changed assessment requirements for rural activities, updated zone maps, improved the design of driveway crossovers, aligned the Heritage Overlay with the State Heritage Register and introduced a Transport Noise Corridor mapping layer.

The amendment fixed issues between existing planning policy and operational aspects of the scheme. The changes related to non-residential development in residential zones and reconfiguring a lot development. This includes some changes to the level of assessment and assessment benchmarks.

The amendment replaced the Toowoomba Regional Council's Priority Infrastructure Plan (PIP) with a Local Government Infrastructure Plan (LGIP). The Planning Scheme was updated so it refers to and properly reflects the LGIP.
