Planning Scheme amendments

The Toowoomba Regional Planning Scheme is a 'living' document that can change over time. Approved changes are published as amendments and included in a new version of the Planning Scheme.

The Queensland Government Minister's Guidelines and Rules (MGR) sets out how a planning scheme can be amended. Amendments can be administrative, minor or major.

2022

Amendment No.26 to the Toowoomba Regional Planning Scheme (Interim Local Government Infrastructure Plan [LGIP] amendment)

The amendment updated infrastructure schedules of works, maps and supporting documents. It aligned water supply, wastewater, transport, stormwater, public parks and land for community facilities networks with our priorities. The planning horizon of these networks was extended to 2031.

It took effect on 28 November 2022.

The amendment improved flood protections by identifying flood-risk land and applying appropriate development controls.

2019

Amendment No.23 to the Toowoomba Regional Planning Scheme (administrative amendment)

The amendment fixed a technical zoning error.

It took effect on 20 December 2019.

Amendment No.22 to the Toowoomba Regional Planning Scheme (minor amendment)

The amendment updated zone and overlay mapping to include changes to the local government area boundary between the Toowoomba Region and Southern Downs regional councils. 

It took effect on 23 August 2019.

Amendment No.21 to the Toowoomba Regional Planning Scheme (major amendment)

The amendment fixed issues between existing planning policy and operational aspects of the scheme. The changes related to non-residential development in residential zones and reconfiguring a lot development. This includes some changes to the level of assessment and assessment benchmarks.

It took effect on 9 August 2019.

The amendment aligns the policy with local, state and other relevant legislation, standards and procedures for the construction, maintenance and protection of water and wastewater infrastructure.

It took effect on 27 April 2018.

The amendment set out the requirements for master plans to demonstrate compliance with relevant assessment criteria.

Amendment No.19 explanatory statement(PDF, 63KB)

Amendment No.15 to Toowoomba Regional Planning Scheme (Local Government Infrastructure Plan[LGIP] amendment)

The amendment replaced the Toowoomba Regional Council's Priority Infrastructure Plan (PIP) with a Local Government Infrastructure Plan (LGIP). The Planning Scheme was updated so it refers to and properly reflects the LGIP.

It took effect on 9 June 2017.

Amendment No.10 to Toowoomba Regional Planning Scheme (major amendment)

The amendment:

  • updated impact assessment requirements for Heritage Place demolition or removal
  • reduced duplication of building work approval requirements for development within the Neighbourhood Character Overlay
  • changed land zoning and Heritage Overlay areas

It took effect on 21 April 2017.

The amendment improved the accuracy of some property boundaries and included any new parcels in the Planning Scheme maps (Schedule 2 – Mapping) by applying the April 2016 Version of Digital Cadastral Database (DCDB) layer.

It took effect on 3 February 2017.

The amendment updated the Planning scheme to include changes to Council policies - Water Infrastructure Policy (No.2.03) and Wastewater Infrastructure Policy (No.2.04).
