Your general rates and water rates bill

Overview

You will receive two general rates bills and two water rate bills each year. General rates are usually issued in February and August, while water rates are usually issued in April and October.

Your rates help fund essential services and infrastructure for our community. General rates contribute to the cost of services, facilities and activities that benefit everyone, while water rates include charges for water consumption and infrastructure to cover the supply, operation, maintenance and ongoing upgrades of the water network.

Current general rates bill:

  • Issue date - 6 February 2026.
  • Due date for payment - 11 March 2026.

Current water rates bill:

  • Issue date - 17 April 2026.
  • Due date for payment - 20 May 2026.

From the date of the notice issuing, you have 33 days to pay or enter into a payment plan with us. A 5% discount is applied if the rate notice is paid by the due date for land described in differential general rating categories 1.1 to 2.3 (inclusive).

  • Direct debit: Set up a direct debit.
  • 24/7 phone pay: Phone 1300 451 206 and use your VISA or Mastercard.
  • m-Billing/Sniip: Pay your bills online with the mobile app Sniip.
  • Australia Post: Pay in store at any Australia Post Office by cash, cheque or eftpos.
  • Mail: Please post your cheque and payment slip to Toowoomba Regional Council, PO Box 3021, TOOWOOMBA QLD 4350.
  • In person: Paying in person is possible at any customer service centre by cash, cheque, Visa and Mastercard or EFTPOS debit card. There are restrictions on how much can be paid in coin as legal tender as per the Currency Act 1965 (section 16).
  • Centrepay: Use Centrepay to arrange regular deductions from your Centrelink payment. Call Centrelink on 132 300 to request a Centrepay deduction form. Centrepay reference: 555 071 719T.

Understanding your general rates bill

Understanding your general rates charges is important to know what you’re paying for and why. Charges that appear on your general rates notice include:
  • a general rate charge
  • levies and other charges.

General rate charge

A general rate charge appears on all general rates notices and is calculated using several factors. Our goal, when calculating the general rate of a property, is to maintain services and infrastructure while keeping rates fair and sustainable for the whole region.

We use the below factors when calculating the cost:

  • Land valuations - we look at the official land valuation and average values over three years to avoid sudden big changes in rates.
  • Rating category - different land uses (e.g., residential, commercial, rural) are compared to ensure fairness.
  • Previous rating approach - we consider how rates were set in the past to maintain consistency and stability.
  • Demand on services - properties that use more services may contribute more to the cost of providing those services. 

Levies and other charges

Other standard charges on your bill will be:

  • Separate charges - Public Transport Levy.
  • Special charges - Rural Fire Equipment Levy.
  • Waste and sewerage (utility) charges.
  • State Emergency Management Levy.

Separate charges - Public Transport Levy

Separate charges are for any other service, facility or activity that is not funded through other rates and charges. The Public Transport Levy is the only current separate charge on your rates bill.

Public Transport Levy

The Public Transport Levy helps us advocate more effectively to the State Government for a greater investment in our Region, as well as providing the funds to trial options for connecting rural townships.

Encouraging more people to use public transport is a key part of our Toowoomba Region Sustainable Transport Strategy 2023 which aims to reduce our reliance on private vehicles, provide more travel and accessibility choices for our residents and improve regional connectivity.

How the levy is included on rate bills

The Public Transport Levy has been included on all rate bills as a ‘separate charge’ levied equally on all rateable land across the Toowoomba region. 

The Public Transport Levy comes at no net increase to ratepayers as it replaces the previous ‘Park and Open Space’ and ‘Biosecurity and Bushland Conversation’ levies, both of which have funds set aside to be used for the purposes of their previous collection.

This levy is set at $43.58 for the full year.

What the levy is funding

The levy is aimed at improving accessibility to public transport services across the Toowoomba Region.

Currently, the Public Transport Levy is funding the Council cab service, with planning underway to trial new and additional public transport services across the Toowoomba Region.

How the Public Transport Levy helps rural townships

The consideration of a Public Transport Levy was grounded in the need to ensure our regional townships also benefit from improved public transport connectivity. The Toowoomba Region spans more than 13,000 square kilometres and connecting our townships through a coordinated public transport network is an ambition we should be working towards. Without a financial commitment to begin this work, meaningful change is unlikely. We know that many of our rural townships and outlying areas currently have little to no access to public transport, and this reality underscores why a different approach is necessary.

Special charges - Rural Fire Equipment Levy

Special charges are for services, facilities and activities that have a special association with particular land.

Rural Fire Equipment Levy

Any land within Toowoomba Region that attracts a Class E Emergency Management Levy, is also charged the Rural Fire Equipment Levy. This levy funds the ongoing provision and maintenance of rural firefighting equipment, operations and buildings for the rural fire brigades that operate throughout the rural areas of the region.

Waste and sewerage (utility) charges

The following utility charges are applied to your rates bill.

Sewerage utility charges

Sewerage charges apply to all properties that are fully or partly within the sewered area. They also apply to properties outside this area if they are connected, or can be connected, to our sewerage system.

This charge is used to pay for planning, building, running and maintaining the sewerage system. This includes loan and interest costs, as well as day‑to‑day management.

The charge is set to cover these costs. A fee is charged for each toilet installed on a property, with some exceptions.

Waste management utility charges

Waste management charges help cover the cost of providing waste services, including collecting and disposing of waste. The money collected is used to pay for:

  • running and managing waste services
  • planning, operating and improving waste facilities
  • building new waste facilities
  • education programs to reduce and manage waste
  • closing and restoring old waste sites, including landfills
  • for commercial waste only, the State Waste Levy. 

For homes, a waste management charge is applied per tenement when waste and recycling services are provided.
A tenement means a place used as a separate home, such as:

  • a single house
  • units, flats or apartments with separate homes
  • boarding houses, hostels or guest houses.

If waste or recycling services are shared e.g. shared bins, the charge may not apply to each tenement.

Rural properties

For rural properties that don't receive a waste collection service, a waste management facility charge may still apply if waste is created or could be created, from the property’s domestic use.

Waste Facilities and Landfill Rehabilitation Levy

A Waste Facilities and Landfill Rehabilitation Levy is charged on all rateable properties in the region. This levy helps pay for:

  • planning and improving waste facilities
  • building new waste facilities
  • restoring and maintaining closed landfill sites.

Trade waste utility charges

Revenue from these charges is used for the purpose of recovering the additional costs of operating, maintaining and managing the sewerage system, resulting from acceptance of waste from commercial and industrial premises which has an organic strength greater than that of domestic sewerage and which may also contain a variety of exotic substances such as heavy metals, organic solvents and chlorinated organics which sewerage treatment systems are not designed to treat. 

State Emergency Management Levy

The Queensland Government Fire Services Act 1990, requires Councils to levy and collect, on its behalf, a State Emergency Management Levy. 

The levy is to provide a more sustainable funding base for emergency services, recognising that all Queenslanders are at risk from possible floods, cyclones, storms, fires and accidents. It will be used by local rural fire groups to fund activities within our region. The levy is based on property use, the structures on the property and the fire and rescue capability in the area.

Understanding your water rates bill

Your water rates bill includes two types of charges:

  1. Water consumption charge - This charge covers the cost of treating and delivering water to your property and also helps fund the fixed costs of maintaining and upgrading our water network.
  2. Water infrastructure charge - This charge helps fund the ongoing costs of building, operating and improving the water infrastructure that supplies the community.

Together, these charges cover the costs of providing safe, reliable water services, including operations, maintenance, upgrades and depreciation. This pricing approach is widely used by Councils to keep water services fair and sustainable.

How your water rates bill is calculated

Your water consumption charge is based on:

  • how much water you've used
  • the type of water supply you're connected to
  • your property category.

Your infrastructure charge is based on:

  • the type of water supply you're connected to
  • your property category.

Water supply

We have two main water supply schemes; bulk water and non-bulk water. Each scheme sources water differently, which means the cost of operating varies and this is reflected in water rates. Properties on the non-bulk water supply scheme generally pay less because the system is simpler to run.

The bulk water supply scheme uses a more complex system with unique challenges, such as pumping water uphill and servicing a large area. This includes the City of Toowoomba and towns like Birnam, Blue Mountain Heights, Cabarlah, Crows Nest, Highfields, Oakey, Westbrook, Wyreema and many more.

The non-bulk water supply scheme covers areas such as Cambooya, Cecil Plains, Clifton, Greenmount, Haden, Kulpi, Millmerran, Nobby, Pittsworth, and Yarraman.

Property category

All properties in the water service area are classified as either residential or non-residential and your water charges depend on this classification.
Residential properties include homes, units, flats, and vacant land.
Non-residential properties include businesses such as shops, offices, warehouses, schools, hotels, and shopping centres.

Why your bill might be higher than expected

If your water usage is higher than expected, it may be due to one of the reasons below.

  • Number of days of water usage - Your water rate notice may vary slightly each half-year due to the number of days in between meter readings. You can calculate your daily usage by taking the number of kilolitres used and dividing that by the number of days in the billed period. Dates can be found on your bill. You can then do the same for the previous bill to compare if there has been a change in water use.
  • The season - Water use may increase during the warmer, drier months particularly if you have been watering a garden or lawn. Keep this in mind when comparing your current daily usage to the usage during the previous billing period.
  • Change in household size - If the number of people in your household has changed since the last billing period, your water use will probably change too. Even short-term visitors can cause a variation in water usage.
  • Automatic watering - It's easy to forget your automatic watering system and it could be using water that is not required.
  • Home renovations or improvements - During building renovations or other home improvements such as a newly laid lawn, your water consumption may increase.
  • New appliances or fittings - Your water use might have increased if you have installed new appliances or fittings such as a dishwasher, washing machine, evaporative air-conditioner, irrigation, shower heads or taps.
  • Leaks - Leaks can occur anywhere on your property and may not always be able to be seen. Find out how to identify leaks and perform a water meter leak test.

Methods of bill delivery

You can receive your rates bills by post, email, BPAY View or through MBilling in the Sniip app. Plant vouchers and any inserts are included with bills, regardless of delivery method.

Email

How to register for email delivery

  1. Complete the online registration form. You will need to complete this form for each property that you own.
  2. You will receive an email to the nominated email address confirming if the email registration has been approved.
    • If you haven't received the confirmation email or your emailed rate or water rate notice:
      1. Check your spam or junk folder. If the email from alert@mail.payreq.com has gone to your spam or junk folder, you will need to set the email message as not spam/junk (use the not spam/junk button).
      2. Add the email address (alert@mail.payreq.com) to your email's safe sender list to ensure you receive our emails.
      3. If you need further assistance, please contact us.

Depending on the rates cycle, you may receive one final paper rates notice before changing to email delivery.

You can cancel email delivery of your rates notice at any time by contacting us.

Terms and conditions

By registering to receive rate and water rate notices by email you acknowledge you have read, understood and agree to the terms and conditions below:

  1. I confirm that I am the owner or legal representative for this property
  2. For the nominated property, Council will no longer post paper Notices to you or any person to whom paper Notices were previously sent.
  3. All future Notices will be in the form of an emailed PDF attachment sent to the email address nominated by you.
  4. You agree that the storage and retention of the Notice/s is your responsibility.
  5. You may withdraw your request for email of Notice/s any time by deregistering on Council's website (a confirmation email will be sent to advise of deregistration).
  6. Due to processing times to register/deregister/change your registration details within 7 working days of the issue date of a Notice, your request may not take effect until the following Notice.
  7. It is the owners or authorised agents responsibility to ensure that the nominated email address is correct prior to the issue date of Notice/s.
  8. You or your authorised agent must promptly inform Council of any change of email address and/or postal address.
  9. The delivery of Notice/s may be cancelled by you or authorised agent by advising Council of the change. Should you fail to do so you accept responsibility for any loss of discount or late payment that may result due to the failure to receive Notice/s .
  10. You agree that you are deemed to have received the Notice/s once the email has been sent.
  11. If Council receives a non-delivery receipt, the Notice/s will be posted to the mailing address listed in Council's records and you will be automatically deregistered from receiving Notices by email until you have updated your email address with Council.

BPAY View

BPAY View lets you receive, view, manage, store and pay your rates notice securely through your internet banking, anytime, anywhere. 

BPAY View is a delivery option only. You’ll still need to make payment using one of the methods listed on your bill.

How to register

  1. Log into your internet banking.
  2. Enter the biller code 18366.
  3. Enter your BPAY View registration number which is shown on your rate/water rate notice.
  4. Enter your name exactly as it appears on the notice.
  5. Once this process is completed, you will no longer receive a paper notice.

Finding bills

  1. Login to your online banking account.
  2. Look for the BPAY View or 'View bills' section.
  3. You'll see a summary list of your current bills. You may need to click on 'Important alerts' or similarly named icon to view these bills.
  4. Locate the bill 'Toowoomba Regional Council bill'.
  5. Click on the 'View additional bill information' or similarly named link.
  6. Click on the 'View the detailed bill', 'show detailed bill' or similarly named link.
  7. The PDF bill will appear.

How to cancel delivery

Please contact your bank or log onto online banking to unregister/cancel BPAY View.

m-Billing/Sniip

How to register 

  1. Download the app.
  2. To register for m-Billing, open the Sniip app and select 'Settings'.
  3. From the menu select 'm-Billing inbox setup'.
  4. Click on 'Add new request'.
  5. Complete the registration form and click 'Submit'.
  6. You will receive a 'Success!' notification if your request was submitted successfully.
  7. The m-Billing request will stay in a 'pending' state until we approve the request.
  8. Once approved, you will receive an 'Approved!' notification and the request will change to an approved state.

How to unregister

  1. To unregister from m-Billing, open the Sniip app and select 'Settings'.
  2. From the menu select 'm-Billing inbox setup'
  3. Swipe left on bill you want to remove from m-Billing.
  4. Press 'Delete' to remove bill from m-Billing and revert back to paper billing.
  5. Confirm cancellation. You can only remove a registration provided there are no unpaid m-Bills in your m-Billing inbox.
  6. Once confirmed you will receive a 'Success' notification. You will no longer receive notices directly into the app. You will now go back to receiving paper notices in the post. 

Terms and conditions of use

  • m-Billing:  Toowoomba Regional Council (Council) is able to deliver your Rate Notice and Water Rate Notice (Notice/s) via Sniip’s M-Billing Inbox in place of post.
  • By registering to receive Notice/s by Sniip’s m-Billing you acknowledge you have read, understood and agree to the additional terms and conditions below.
  • For the nominated property, Council will no longer post paper Notices to you or any person to whom paper Notices were previously sent.
  • All future Notices will be in the form of a PDF attachment via push notification sent to the email address or mobile number nominated by you.

Copies of rates bills, receipts and transactions

Copies of rates bills, receipts and transactions can be requested by contacting us from:

  • a listed owner
  • a real estate agent with authorisation from the listed owner
  • a solicitor acting on a listed owners' behalf
  • a previous owner

Only the currently listed owner of the property can view current and historic bills, receipts and transactions online for free.

How to access rate bill copies online

  1. Sign in or register.
  2. Under ‘Rates enquiry’ click the ellipsis/three dots next to your property.
  3. Click 'View rate/water notices'.
  4. Click 'View attachment’ to open relevant notice.

How to view receipts and transaction histories online

  1. Sign in or register.
  2. Hover over the 'Enquiry' tab.
  3. Click 'Rates enquiry'.
  4. Click on your reference number.
  5. Under 'Rate payments' click ‘here’, then nominate a billing period.
  6. Receipt/transaction history will populate on the screen.

Overdue rates and interest charges

Interest is applied to overdue rates and charges twice a year at a rate of 8.5% per annum. It is calculated and added every six months, usually in December and June, based on the amount that was overdue during the previous half-year.

Finding your rating category

Rates are calculated based on land valuations and rating categories. Rating categories are assigned according to the current property use e.g. owner-occupier, rental.

We use a differential general rating system to make sure rates are fair and reflect how land is used across our diverse region. This means properties are grouped into categories such as:

  • city and outer urban areas
  • main towns and small towns
  • rural areas
  • commercial and industrial areas
  • extractive and noxious industries
  • shopping centres and large retail
  • mining and power generation.

Each category has a minimum general rate, so all property owners contribute appropriately, regardless of their land valuation.

  • We review objections within five working days of receiving them.
  • You’ll receive a written decision, and if approved, we’ll adjust your property details.
  • When assessing objections, we check our land records and may inspect your property to confirm its actual use.

Understanding land valuations

Land valuations are set by the Department of Natural Resources and Mines, Manufacturing and Regional and Rural DevelopmentThese valuations may be updated each year based on changes in the property market and discussions with us and other stakeholders. We use valuations along with rating categories, to calculate general rates. 

A higher land valuation doesn’t mean your rates will go up by the same amount. To keep changes fair, we average land valuations over three years.

Toowoomba Region was last re-valued effective 30 June 2025.

Objections to valuations

If you object to the valuation of your property, you can lodge an objection with the Department of Natural Resources and Mines, Manufacturing and Regional and Rural Development.

Land valuation increases

The extent that rates may increase is not directly reflective of the percentage increase of the land valuation. The land valuation is just one factor considered to determine rates.

Understanding how rates are calculated

Land valuations and rating categories are used by us to calculate rates for the financial year. Rates are determined during the annual budget process each financial year. We adopt this in June for the following financial year. The process includes:

  • Considering the costs of providing an extensive range of services, facilities and infrastructure.
  • Determining how to appropriately fund these activities, acknowledging that our primary source of revenue is through rates and charges.

We use a combination of valuation 'averaging' over three years and 'rate capping' to help minimise the impact of large valuation increases.

We also use a comprehensive system to calculate rates that recognise the diverse demographics of the region. We consider changes to valuations with a view to minimising the overall impact on ratepayers.
