Budget accommodation and residential services
Our officers inspect budget accommodation, including residential services, to make sure they comply with the Queensland Development Code (QDC).
We also issue Notices of Compliance.
Budget accommodation
All budget accommodation, including residential services in the Region, must register with the Department of Housing and Public Works before operating.
Accommodation is regulated to:
- protect residents’ health, safety and basic freedoms
- encourage service providers to continually improve
- support fair trading in the budget accommodation industry.
If you don’t register your budget accommodation, you may face significant penalties.
Your accommodation must also comply with QDC mandatory part 2.1 Fire Safety in Budget Accommodation. This is to ensure buildings allow occupants to safely evacuate.
Queensland Fire and Emergency Officers and our authorised officers can enter budget accommodation to inspect it.

Residential services
Residential services is a subset of budget accommodation. It includes supported accommodation and boarding houses.
If you plan to set up a residential service, or are already running one, you must get a Building Compliance Notice from us when you:
- apply for registration
- renew your accreditation
- make any material changes to the registered premises.
The notice will state whether the premises complies with the prescribed building requirements.
Our officers also inspect residential services in the Region to make sure they comply with QDC MP 5.7 Residential Services Building Standard.
