Perth Street culvert upgrade project

We are replacing the existing culvert in Perth Street, South Toowoomba with a modern, higher‑capacity structure designed to better convey severe weather events. The new culvert will improve safety, flood immunity and local road network reliability for motorists, pedestrians and nearby residents.

Timber elements were discovered during excavation works in late April 2026. Construction was paused while an archaeological investigation was completed.

Early findings suggest the timber may be part of a historic creek crossing dating back to the 19th century.

We will continue to share updates with the community as more information becomes available.

Start date

Construction commenced in mid‑April 2026 and was paused while archaeological investigations were completed.

Construction resumed on Monday 13 July 202 and is currently under way.

Completion date

The target completion date is March 2027, weather and construction conditions permitting. The project timeline has been extended due to the heritage discovery and recent wet weather.

What to expect during construction

During construction works expect:

  • road closures and detours will be in place to enable the safe completion of works.
  • construction noise, dust and lighting from vehicles and machinery.
  • the temporary emptying of Lake Annand to allow works to safely proceed.

The emptying activity will be completed in line with relevant environmental management requirements to protect the waterway and surrounding area.

Supporting local businesses during construction

While the project is under way, access to Willows Health & Fitness Centre and 7-Eleven remains available.

We encourage residents to continue supporting these local businesses throughout construction. A small detour can make a big difference.


Traffic changes

  • Kitchener Street between Ramsay Street and the intersection of Perth and Kitchener Streets will be closed to through traffic. Access for Willows Health & Fitness Centre visitors and local residents will be maintained. The community will be required to use left‑in/left‑out movements when entering or exiting properties.
  • Perth Street between the intersection of Perth and Kitchener Streets and Mackenzie Street will be closed.
  • The preferred detour routes will be Long, Ramsay, Mackenzie and James Streets.
  • Traffic control and signage will be in place to assist road users.

Funding

The project is funded with the Australian Government under the Emergency Response Fund.
