Each year, we provide residents with a plant voucher that can be used to collect two free plants for use in private gardens or to donate to a community group for their use.

Vouchers are sent out with your general rates notice to every address in the Toowoomba Region.
If you receive your general rates notice by email, your voucher will be included as an extra page in your PDF attachment.
Due to a large number of properties in our Region, we distribute the vouchers in two rounds:
If you didn't receive a voucher in the last round of distribution you will receive them in the next round. If your voucher didn't arrive with your general rate notice, please contact us on 131 872 and we will arrange one for you.
We offer a wide range of native and exotic plants for you to choose from. The types of plants available can change and are subject to availability at the time you collect them.
These free plants are provided to grow inside your property line and are not to be used for footpath plantings (footpath plantings are not permitted).
To support Queensland biosecurity requirements, all plants available through the October and November 2026 Free Plant Program have been treated.
Our Charlton Nursery and Principal Depot are located within a declared fire ant biosecurity zone. Under Queensland's Biosecurity Act and associated regulations, plants distributed from this facility must be treated to comply with storage and movement requirements. To comply with these requirements and continue delivering the Free Plant Program, all giveaway plants have been treated as per APVMA permit 13959 or 14317.
As part of these requirements, all giveaway plants have been treated with Bifenthrin, an approved ant control treatment commonly used in residential settings across Australia. The treatment has been applied using approved methods to meet Queensland biosecurity requirements.
The treatment is a mandatory compliance measure and enables us to continue providing the Free Plant Program while meeting state biosecurity requirements.
