Amendments to the Toowoomba Regional Planning Scheme

Changes to the Toowoomba Regional Planning Scheme are called amendments and are included in a new version of the planning scheme. Amendments may involve a change to the planning scheme map, changes to the text, or both. Amendments keep the Toowoomba Regional Planning Scheme up to date and operating effectively. 

The Queensland Government Minister's Guidelines and Rules (MGR) details the process of amending a planning scheme. Amendments can be administrative, minor or major.

Amendments may be made to:

  • comply with new or changed state government legislation
  • respond to major growth or changes in economic, social or environmental conditions
  • correct or clarify existing content
  • respond to community of industry feedback
  • respond to emerging issues.

Amendment No.27 to the Toowoomba Regional Planning Scheme (Interim Local Government Infrastructure Plan [LGIP] amendment)

The amendment updated infrastructure schedules of works, maps and supporting documents. It aligned water supply, wastewater, transport, stormwater, public parks and land for community facilities networks with our priorities. The key changes are to:

  • remove works that have been completed since the adoption of the LGIP in 2022
  • refine demand projections for population, employment, development and infrastructure (matching Shaping SEQ targets)
  • add future trunk infrastructure land/works to recognise updated network planning undertaken since the previous LGIP amendment
  • update establishment of costs and financial sustainability planning for future trunk infrastructure
  • update the extrinsic material summary reports to include new and updated network planning to explain the proposed changes to the schedule of works
  • update plans for trunk infrastructure maps to reflect updated schedule of works
  • amend Part 4 to reflect changes to the LGIP template
  • refine road hierarchy map which identifies trunk and non-trunk roads
  • extend the planning horizon of these networks to 2036.

Amendment No. 27 took effect on 21 July 2026.

2022

Amendment No.26 to the Toowoomba Regional Planning Scheme (Interim Local Government Infrastructure Plan [LGIP] amendment)

The amendment updated infrastructure schedules of works, maps and supporting documents. It aligned water supply, wastewater, transport, stormwater, public parks and land for community facilities networks with our priorities. The planning horizon of these networks was extended to 2031.

It took effect on 28 November 2022.

The amendment fixed a technical zoning error.
