Local Government Infrastructure Plan (LGIP)
A Local Government Infrastructure Plan (LGIP) identifies the infrastructure we need to service our region. It helps us manage growth and deliver essential trunk infrastructure to support our community. It determines what infrastructure is needed, when it will be delivered and how it will be funded.
The five vital local trunk infrastructure networks included in the LGIP are:
- water
- wastewater
- transport
- stormwater
- public parks and land for community facilities.
We can use the LGIP to:
- levy infrastructure charges
- impose conditions for trunk infrastructure on development approvals.
Current LGIP details
Interim LGIP amendment No. 27 (2026) - version 29 of the Toowoomba Regional Planning Scheme
The amendment updated infrastructure schedules of works, maps and supporting documents. It aligned water supply, wastewater, transport, stormwater, public parks and land for community facilities networks with our priorities. The key changes are to:
- remove works that have been completed since the adoption of the LGIP in 2022
- refine demand projections for population, employment, development and infrastructure (matching Shaping SEQ targets)
- add future trunk infrastructure land/works to recognise updated network planning undertaken since the previous LGIP amendment
- update establishment of costs and financial sustainability planning for future trunk infrastructure
- update the extrinsic material summary reports to include new and updated network planning to explain the proposed changes to the Schedule of Works (SOWs).
- update (Plans for Trunk Infrastructure) PFTI maps to reflect updated SOWs
- amend Part 4 to reflect changes to the LGIP template
- refine road hierarchy map which identifies trunk and non-trunk roads
- extend the planning horizon of these networks to 2036.
Amendment No. 27 took effect on 21 July 2026.

Previous LGIP amendments
LGIP amendment No. 26 - version 28 of the Toowoomba Regional Planning Scheme
The Toowoomba Regional Planning Scheme – Amendment No. 26 LGIP commenced on 28 November 2022.
It updated the infrastructure schedules of works, maps and supporting documents for water supply, wastewater, transport, stormwater, public parks and land for community facilities networks to align with our priorities. It also extended the planning horizon of these networks to 2031.
