Public meeting conduct rules

Council meetings are an important part of local government. They give Councillors the opportunity to discuss issues, make decisions, and plan services and projects for the community.

Community members are welcome to attend Council meetings and observe the decision-making process. Meetings are open to the public and are held in City Hall, 541 Ruthven Street, Toowoomba City. Meetings are also available to be watched via livestream.

Meeting agendas and minutes are available for residents to see what topics are being discussed and what decisions have been made. 

When attending a meeting, you should follow the guidelines behaviour below.

  • Watch quietly: You are welcome to observe the meeting from the public gallery, but please do not interrupt Councillors or staff. 
  • Follow directions: The meeting chair can ask anyone to leave if their behaviour disrupts the meeting.
  • Be respectful: Verbal abuse, threats, aggressive behaviour or unreasonable demands are not allowed.

Disruptive behaviour, interruptions, continuous or loud commentary or displaying unauthorised signs is not permitted and may result in being asked to leave.

Public access and confidential matters

Council meetings are open to the public. However, there are times when part of a meeting must be closed to discuss confidential matters.

Examples may include:

  • legal advice or legal proceedings
  • commercial negotiations
  • staffing matters
  • financial considerations
  • matters that are required by law to remain confidential.

During these discussions, members of the public must leave the meeting room until the open meeting resumes.
