Planning in Queensland and Toowoomba

We're committed to protecting the unique places of the Toowoomba region and enhancing its qualities. Our top priorities include supporting healthy communities and affordable living.

On this page, you'll find documents and web pages that explain our contemporary planning approaches. These approaches help inform planning in the Toowoomba region.

Urban design policy and practice

The Urban Design Policy and Practice in the Toowoomba Region(PDF, 546KB) document outlines our urban design approach. It shows how we plan, build and undertake works in the Toowoomba region.

Our approach adopts the urban design principles from Creating Places for People: An Urban Design Protocol for Australian Cities (2011).

Planning framework

The Queensland Planning Framework is about developing Queensland in ways that benefit communities. The website contains:

  • fact sheets
  • how-to guides
  • statutory instruments
  • templates.

It also contains other documents to support developers and inform the community.

Design for healthier neighbourhoods

The Heart Foundation created Healthy Active by Design to guide decision-makers on how building, street, town and city design can improve Australians' heart health. All guidance on planning and developing healthy, active neighbourhoods is best-practice and evidence-based.
