TRC’s Highfields Reservoirs Project to strengthen water security

Toowoomba Regional Council (TRC) is advancing one of its most significant long‑term water infrastructure investments to date, with work set to get underway on the Highfields Reservoirs Project which will underpin the region’s water security and support the community’s growth well into the future.
Located on land adjacent to Lawrence, Harch and Kieman roads, the project will deliver two new drinking water reservoirs designed to enhance storage capacity, improve resilience and ensure Highfields has the water infrastructure it needs as the community continues to expand.
TRC Deputy Mayor and portfolio spokesperson for Strategic Water Planning and Capital Delivery, Cr Rebecca Vonhoff, said the project reflects Council’s commitment to planning ahead and building infrastructure that anticipates, not just reacts to, future demand.
“Highfields is a vibrant and fast‑growing community, and Council is determined to ensure our water network evolves with that growth,” Cr Vonhoff said.
“This project is about looking decades ahead and making smart, strategic investments now so that residents can rely on a secure, resilient water supply in the future. By taking a long‑range view, we’re strengthening our region’s water security and ensuring Highfields remains a great place to live for generations.”
Construction will be delivered in three stages to align with both current needs and projected population growth:
- Stage 1 (2026): Installation of underground water mains from 2 March to late June 2026, being completed by TRC Construction and Maintenance water mains crews.
- Stage 2 (2027): Construction of the first reservoir to immediately boost storage capacity.
- Stage 3 (2056): Delivery of the second reservoir, timed to support long‑term growth forecasts.
To safely complete the Stage One works, temporary road and footpath closures will be required, including single‑lane closures on Lawrence Road and the closure of the left northbound lane of the New England Highway between Algar and Lawrence roads. Access for local residents will be maintained throughout the project. Works will occur on weekdays between 6am and 6pm with impacts on the New England Highway minimised during school pick up times.
Detours, traffic control and signage will be in place to ensure the safety of pedestrians, motorists and construction workers. Road users may experience minor delays and are encouraged to plan ahead, allow extra travel time and follow all traffic directions.
