Growth Plan

Toowoomba Regional Council (TRC) is inviting residents to provide feedback on a proposed interim amendment to its Local Government Infrastructure Plan (LGIP).

The LGIP identifies the trunk infrastructure needed to support the community over time, including transport, water supply, sewerage, stormwater, public parks and land for community facilities.

TRC Place spokesperson Cr Tim McMahon said the amendment would help ensure Council remained responsive to growth and changing development patterns across the Region.

“Our Local Government Infrastructure Plan is an important tool that helps Council plan for the infrastructure our communities need now and into the future,” he said.

“The interim amendment is designed to update long-term planning, strategic goals, schedules of works and spatial data across key networks, while extending the planning horizon from 2031 to 2036.

“By updating our planning assumptions, demand projections and infrastructure schedules, we can remain compliant, better respond to population growth and ensure infrastructure delivery aligns with Council priorities, financial sustainability and long-term asset planning.”

The amendment supports Council to understand future community needs and service expectations, identify gaps between current infrastructure planning and future demand, set strategic goals for growth and settlement and plan for population and employment growth by identifying infrastructure capacity, upgrades and new assets.

Trunk infrastructure identified in the LGIP is funded through a mix of developer contributions and Council funding, including infrastructure charges.

The interim amendment focuses on:

  • Refined demand projections for population, employment, development and infrastructure
  • Updated network planning for current and future trunk infrastructure to support future capacity
  • Update schedule or works set out for trunk infrastructure upgrades and development
  • Plans for trunk infrastructure updated to reflect schedule of works (excluding Priority Infrastructure Area)
  • Updated establishment of costs and financial sustainability planning for future trunk infrastructure.

Community submissions close at 5pm on Thursday 11 June 2026. For more information visit https://yoursay.tr.qld.gov.au/Local-Government-Infrastructure-Plan.
