As General Manager Planning and Development Services, Ed leads the teams responsible for planning the region's future growth while balancing economic opportunity, environmental stewardship and community expectations.
Ed joined Toowoomba Regional Council in 2025 following his role as Director of Planning, Growth and Sustainability at Cairns Regional Council. Throughout his career, he has delivered strategic planning, development and sustainability initiatives across both local government and the private sector, helping shape communities throughout Queensland.
During his time in Cairns, Ed oversaw the development of the Draft Shaping Cairns Growth Strategy, implementation of an award-winning Climate Change Strategy, planning scheme reforms and significant infrastructure planning programs designed to support long-term regional growth. Known for a practical and collaborative leadership style, Ed is committed to creating planning outcomes that are transparent, customer-focused and responsive to the needs of residents, businesses and industry. He is passionate about building capable teams, fostering strong partnerships and ensuring the Toowoomba Region remains a great place to live, work and invest.
Ed remains actively involved in the planning profession through the Planning Institute of Australia.
