Waste management facilities

There are currently 23 waste management facilities located in the Toowoomba Region. Information about accepted and not accepted types of waste at each facility can be found in the relevant sliders below.

  • Household waste: Some facilities only accept waste from household sources (general waste - non-hazardous).
  • Commercial waste: Some types of waste are restricted at our facilities. Examples of restricted items are tyres, gas bottles and liquid waste, including chemicals and oil. Commercial operators need to dispose of and recycle these waste types another way.

Our waste management facilities do not accept cash. This includes the Greater Toowoomba Waste Management Facility. All facilities only accept EFTPOS, Credit Card, Debit Card and Account Payments.

There are no processing fees and no minimum amount to use electronic payment.

  • Monday - Friday 7am to 5pm

  • Saturday and Sunday - 7am to 5pm  

Closed: Christmas Day, Boxing Day and Good Friday.

  • local household waste only

Limit the size of the waste placed in the skip bins to everyday compact waste. No more than would fit into a 240 litre wheelie bin.

  • ash, coals or burnt material
  • car and truck batteries, deep cycle batteries, lead acid batteries, non-alkaline batteries

  • material such as rock, concrete, asphalt and builders rubble
  • large household items such as furniture
  • liquids
  • paints, thinners or solvents

There is no separate area for recycling or for large household items. Take your items to the Millmerran Waste Facility on Owen Scrub Road, Millmerran for this service.

Accessing the facility

Open: 7 days (except public holidays below). 7am to 5pm. Customers must exit the facility before 5.30pm.

Closed: Christmas Day, Boxing Day and Good Friday.

  • This facility is non-staffed.
  • Customers need a PIN to enter the facility.
  • Customers must not tailgate another vehicle when entering the facility.
  • The facility locks down at 5.30pm each day and all customer PINs disabled until 7.00am the following day.
  • Any customer locked in after 5.30pm will need to contact us (via the exit gate HELP phone) to exit the facility. Fees may apply.

  •  Area A – Bulk Materials Area 
  •  Area B – Resource Recovery Area 
  •  Area C – Residual Waste Area 

Please keep this in mind when loading your vehicle or trailer. The materials you load first will be the last unloaded.

 

Order of unloading:

Bulk materials area

This is the area for large and bulk quantities of recyclable items including:

  • green waste
  • untreated timber waste
  • scrap metal
  • refrigerators, freezers & air conditioners.

Resource recovery area

This is the area for smaller quantities of recyclable materials, including:

  • cardboard
  • mixed recyclables

    • plastic bottles and containers (recycling symbols 1-7)
    • milk and juice cartons
    • paper, newspapers, magazines, junk mail, cardboard and empty pizza boxes
    • steel cans, aerosol cans, aluminium cans and aluminium foil
    • glass bottles and jars.
  • car and truck batteries
  • motor oil (household sources only - no cooking oil, transmission oil or hydraulic fluids) - maximum 20 litres per visit

Residual waste area

All other waste goes to this area, including:

  • general waste (non-hazardous)
  • treated, stained, painted or composite/laminated timber products, including pallets and furniture
  • engineered stone products.

drumMUSTER 

Provides Australian agricultural and veterinary chemical users with a recycling pathway for eligible empty agvet chemical containers. The drumMUSTER service at this facility is by appointment only. Contact us to arrange a booking.

Not accepted at this facility:

  • commercial waste (except with prior Council approval)
  • ammunition, detonators, explosives or flares
  • asbestos or asbestos-containing materials (ACM)
  • ash, coals or burnt materials
  • concrete, bricks or tiles (bulk quantities)
  • dead animals
  • fire extinguishers
  • gas bottles
  • household chemicals
  • liquid Waste (except as listed above)
  • paints, thinners or solvents
  • soil
  • solid Regulated Waste
  • tyres.

Safety and security

For customers’ safety and security and protecting community infrastructure, the facility includes:

  • Electronic access control. PIN required for entry. This records all movements on or from the facility.
  • 24 Hour Security Camera (CCTV) monitoring and recording of the entire facility.
  • HELP phones to report equipment failure or damage, safety or security concerns, or request help if you are locked in.

Remember that:

  • Customers must exit the facility before 5.30pm.
  • Enclosed footwear worn at all times.
  • Gloves, safety eyewear and a dust mask are recommended when unloading waste.
  • Children under the age of 13 must remain within the vehicle at all times.
  • Pets restrained in or on vehicles at all times.

Waste types accepted:

  • commercial waste in vehicles up to 4.5-tonnes
  • commercial vehicles over 4.5-tonnes carrying dedicated loads of scrap metal or green waste.

Prior approval is required before tipping inert waste in vehicles over 4.5tonnes. Call Waste Services on 131 872 with load details, including approximate weight, waste type and disposal date.

Waste for the bulk materials area (green signed area):

  • green waste
  • concrete, asphalt, rocks, builders rubble
  • Asbestos or asbestos-containing materials - from domestic customers only - 175kg maximum. This must be dampened, double wrapped in plastic and sealed, labelled and remain sealed when it is offloaded. Packages must not rupture when placed (fee applies)
  • clean fill
  • scrap metal and white goods
  • untreated or treated timber in vehicles less than 4.5tonnes
  • commercial sized loads (for example vehicles over 4.5tonnes gross vehicle mass/gross combination mass) of waste timber are not accepted at this facility. Vehicles over 4.5tonnes GVM/GCM disposing of waste timber go to the Toowoomba Waste Management Centre located at Hermitage Road, Cranley.
  • treated timber.

Waste for the resource recovery area (yellow signed shed - recycling):

  • cardboard and paper
  • glass
  • plastic containers (numbers 1 to 7)
  • steel containers
  • aluminium containers and aluminium foil
  • cartons (liquid paperboard)
  • scrap metal - ferrous and non-ferrous
  • architectural and decorative paint products and paint packaging from domestic and commercial sources (maximum 100 litres per visit)
  • other paint products from domestic sources only (maximum 20 litres per visit)
  • thinners and solvents from domestic sources only (maximum 5 litres per visit)
  • household chemicals (maximum 5 litres)
  • household oil (motor oil only - maximum 20 litres)
  • unwanted items in good condition for the resale shop
  • tyres (260mm width or less, a maximum 4 tyres per visit, from domestic and commercial sources, fees apply)
  • car and truck batteries from domestic sources
  • gas bottles up to 9kg including butane gas containers (empty, limit of 2, domestic sources only)
  • e-waste - read about e-waste recycling options here
  • expanded polystyrene (EPS) packaging
  • fire extinguishers, except yellow extinguishers containing halon 1211 (BCF) or 1301 (BTM). Call 1800 658 084 to arrange for the disposal of any unwanted halon extinguishers
  • mobile phones and accessories - in the MobileMuster bins.

Waste for the residual waste transfer area (red signed area):

  • general waste (non-hazardous)
  • dead animals from household sources - single animals only. Weight limit up to 50kg per animal, one animal per load. Animals must be wrapped and sealed. Packaging must not rupture when offloaded. Please advise the gatehouse operator when you arrive (fee applies)
  • commercial waste in vehicles less than 4.5 tonnes
  • mattresses for recycling
  • engineered stone products.

 

Waste types not accepted:

  • asbestos or asbestos-containing materials (ACM) from commercial customers
  • mixed recycling in vehicles over 4.5tonnes. Seek alternative private company for disposal
  • dead animals from commercial sources
  • flares, explosives, detonators and explosives including bullets
  • fire extinguishers containing halon (yellow cylinders)
  • contaminated soil
  • liquid waste including cooking oil, petrol, diesel, slurry
  • material for special burial (for example, documents)
  • chemicals and acids from commercial sources. 

 

How to use the facility 

  1. Enter via the weighbridge and drive to area A. The green section for offloading green waste, scrap metal, concrete and builders rubble, and other bulky items.
  2. Then drive to the resource recovery area (RRA), yellow shed to deposit recyclable and re-usable items. Staff can help you with this. Re-useable items will be offered to the Reviva reuse shop.
  3. After exiting the resource recovery area, drive to the residual waste area (RWA), red shed, for all your items that cannot be reused or recycled.

How to pack your load

Pack your vehicle so that it's easy to empty at the facility. Rubbish on the bottom, recycling and re-usable items in the middle and green waste, scrap metal and bulky items at the top. You can do several laps of the facility if required.


What the facility offers

The is a waste transfer facility, not a landfill.  This means that odour from the site is negligible. Landfill continues at the Toowoomba Waste Management Centre, on Hermitage Road. We regularly transport waste off-site and depending on the item, recycled, reprocessed or buried in landfill. This process provides a more efficient way to manage many different types of waste from a variety of different sources, safely. 
 

Future projects 

We are preparing for the future and planning to build well-thought-out facilities. The Greater Toowoomba Waste Management Facility is used as a model for these smaller size facilities. For information on these facilities, open the Major projects - water and waste page.

In order to be comply with State Government legislation, weighbridge operations recommenced at the Jondaryan Waste Management Facility on 1 July 2024. These changes are a mandatory requirement under the ‘Waste Reduction and Recycling Act 2011’, which requires all leviable waste disposal sites to have an operating weighbridge by 1 July 2024 to accurately measure waste that is entering the site.

Customers no longer need to access the site using a PIN, as access to the site will be via a staffed gatehouse and weighbridge. We are also working towards providing a trash and treasure facility as part of these changes.

  • dead animals from household sources - single animals only. Weight limit up to 50kg per animal, one animal per load. Animals must be wrapped and sealed, packaging must not rupture when placed. Please advise the gatehouse operator when you arrive (fee applies)
  • commercial waste in vehicles less than 4.5tonnes
  • mattresses for recycling
  • engineered stone products (as general waste).

How to use the facility 

  1. Enter via the weighbridge and drive to area A - the green section. Here you can offload your green waste, scrap metal, concrete and builders rubble, and other bulky items.
  2. Then drive to the resource recovery area (RRA), yellow area, for depositing recyclable and re-useable items.  Re-useable items will be offered to the Reviva Re-use shop.
  3. After leaving the resource recovery area, drive to the residual waste area (RWA), red shed, for all your items that are unable to be reused or recycled.

How to pack your load

Pack your vehicle so that it's easy to offload at the facility. Place rubbish on the bottom, recycling and re-usable items in the middle and general waste (non-hazardous), scrap metal and bulky items at the top. It's possible to do several laps of the facility if required.

 

What the facility offers

The is a waste transfer facility, not a landfill.  This means that odour from the site is minor. Landfill continues at the Toowoomba Waste Management Centre, on Hermitage Road. We regularly transport waste off-site and depending on the item, recycled, reprocessed or buried in landfill. This process provides a more efficient way to manage many different types of waste from a variety of different sources, safely.
