Toowoomba Regional Council (TRC) is inviting the community to provide feedback on a draft master plan for Black Gully Linear Corridor Park and Captain Cook Recreation Reserve and a proposal to designate an additional dog off-leash area in Black Gully Linear Corridor Park.

TRC Parks and Recreation Services portfolio spokesperson Cr Tim McMahon said the draft master plan aims to make recreational improvements to Black Gully Linear Corridor Park in Newtown and Captain Cook Recreation Reserve in Wilsonton.

“We’re excited to present the draft master plan which has been shaped by the voices of our community,” Cr McMahon said.

“Developed with community feedback received during November and December 2023 and May 2024, it aims to improve these spaces to ensure they can be enjoyed by the whole community for years to come.

“From improved playgrounds to new shared pathways and picnic areas, the draft plan proposes features for park-goers of all ages and interests.

“Creating a new master plan is a joint effort between Council and the community and we invite everyone to get involved as we finish shaping it together.

“Community feedback will be used to finalise the master plan which will be shared with the community later this year.”

Cr McMahon said Council is also inviting feedback on a proposal to change the existing Clearview Street Park dog off-leash area in Black Gully Linear Corridor Park under Toowoomba Regional Council Local Law No. 2 (Animal Management) 2011, section 11.

“Council is proposing to designate an additional area adjacent to the existing Clearview Street Park dog off-leash area in Black Gully Linear Corridor Park,” Cr McMahon said.

“The proposed area would give dog owners an alternative area to train, socialise and exercise their pets off-leash.

“Community feedback will be considered by Council later this year.

“If endorsed, the area will be appropriately signed to indicate the designated dog off-leash area and rules for use of this area.”

The draft master plan and dog off-leash proposal can be viewed on Council’s Your Say website.

The community can comment on these proposals until 5pm on Friday, 4 October 2024.

Comments should state support or objections to the proposal including:
• the full proper name and address of the submitter,
• the grounds of the submission, and
• the facts and circumstances relied on in support of the grounds.

Future improvement works to Black Gully Linear Corridor Park and Captain Cook Recreation Reserve can only be completed when capital funding is made available.
