Residents are invited to have their say on the draft concept plan for the proposed dog off-leash area at Skelly Recreation Reserve, Crows Nest from Monday, August 25 to Wednesday, September 24, 2025.

Toowoomba Regional Council Parks and Recreation Services portfolio spokesperson Cr Tim McMahon said under Council’s local laws process, additional feedback on the concept plan was required to formalise the change of use at the park before it could be constructed.

Cr McMahon said public submissions would be included in a report on the proposal, which will be considered by Council later this year.

“If the report were to be endorsed, construction of the off-leash area and appropriate signage would most likely occur in early 2026,” Cr McMahon said.

“The concept plan was developed following community consultation last year in which 60% of respondents supported Skelly Recreation Reserve as the preferred location over the alternative option of the Dale Street Park.

“The concept plan provides a high-level overview showing the proposed location and the key off-leash park features that include:
• Regulatory signage identifying rules and designated area,
• Fenced area of approx. 4000m²,
• Drinking fountain and water access for dogs,
• Waste bin, and
• Seating

“Council has identified the growing need for a fenced dog off-leash area at Crows Nest to offer dog owners a place to train, socialise and exercise their pets off-leash.

“Council is now inviting residents to comment on the proposal by making a formal submission in writing from Monday, August 25 to Wednesday, September 24, 2025.”

Submissions should state your support or objections to the proposal including:
• the grounds of the submission, and
• the facts and circumstances relied on in support of the grounds.
