About Bill

Cr Bill Cahill is a six-term councillor, having served five terms with the Toowoomba Regional Council and one term with the former Crows Nest Shire Council. By the end of his current term, Bill will have dedicated 24 years to local government as an elected representative. This demonstrates his strong commitment, continuity and extensive regional experience.

Based in Highfields, Bill represents the entire Toowoomba Region, advocating for balanced and sustainable outcomes across all communities. He has lived in the local area for over 30 years, where he and his wife raised their family and continue to play an active role in the community. They have two adult children and enjoy spending time with their grandchildren.

Outside of council, Bill's interests include:

  • off-road racing.

Leadership and experience

With over more than two decades in local government, Bill has worked across most portfolios and functional areas of council, providing a comprehensive understanding of governance, infrastructure, community services, and regional development.

His leadership is grounded in:

  • delivering long-term outcomes for people, community, and regional growth.

Bill advocates for a quadruple bottom line approach to decision-making, recognising that environmental responsibility must sit alongside economic, social and governance priorities to ensure sustainable communities into the future. For Bill, environmental stewardship is not a standalone issue, but a core pillar in long-term regional resilience, liveability, and growth.

His approach is further strengthened by his postgraduate research into governance, which explored how boardrooms can operate more effectively and remain connected to the communities they serve. This work reinforced the importance of strong relationships, shared leadership, and genuine community connection in achieving better decision-making outcomes — principles he continues to apply in his role today.

Academic and professional development

Bill combines practical experience with strong academic achievement and governance training.

  • Completed Australian Institute of Company Directors (AICD).
  • Graduate Certificate in Professional Studies – University of Southern Queensland.
  • Master of Professional Studies (by research) – University of Southern Queensland.

His master’s research, completed as a thesis by publication, focused on the effectiveness of boardroom environments and how they can better connect with and serve their communities. This research contributed to a published academic article and continues to inform his leadership approach.

Career background

Prior to his Council career, Bill built a strong professional foundation including:

  • 20 year career with Telstra across technical, design, supervisory and contract management roles.
  • Experience as a self-employed businessman.

This combination of technical, commercial, and governance experience underpins his strategic and practical approach to decision-making.

Business and community contributions

Bill has played a significant role in both regional leadership and grassroots community development:

  • inaugural chair (ministerial appointment), Regional Development Australia Darling Downs and South West Queensland
  • panel member, Darling Downs and South West Ministerial Regional Forum
  • trained in public participation through the International Association for Public Participation
  • founding member, Highfields District Business Connections (now Highfields Chamber)
  • founding committee member, Highfields Junior Rugby (Redbacks)
  • champion for establishing Little Athletics in Highfields
  • inaugural committee member, Highfields State School Advisory Council
  • former Deputy Chair, Carbal Indigenous Medical Centre Board.
