Have your say on development applications

We publish all development applications (DAs) for the public to access on Development.i

The DA's assessment level determines whether you can make a submission: 

Anyone can have a say on impact assessable DAs except, the applicant or referral agencies. 

A DA is open for feedback during the public notification period. The applicant will notify the public by:

  • placing a sign on the property
  • an ad in a local paper
  • a letter to all properties that adjoin the site.

A submission gives you an opportunity to tell us important information about how the DA affects you by:

  • making a comment
  • sending us a properly made submission.

We consider comments. But if you want to send more information and have appeal rights, send us a properly made submission.

Properly made submissions

Making a properly made submission means you will have appeal rights after we make our decision on the DA. 

A properly made submission must be:

  • in writing
  • signed by each person making the submission
  • sent to us during the public notification period. 

You must include:

  • the name and residential or business address of all submission-makers
  • the parts of the proposed development you support or oppose and why
  • a postal or email address for each submission-maker.

Send the submission to the appropriate contact:

  • The assessment manager (Toowoomba Regional Council) for development applications.
  • The responsible entity for change applications. 

You can use our online form to submit support, a comment or objection to a development application. If you send it by post, make sure we receive it by the time the period closes.

After you make a submission

We publish all submissions on Development.i

Once submissions are closed, we'll consider your feedback as we assess the DA.

The issues raised in submissions may lead to the DA needing changes. Major changes may trigger:

  • a restart to the assessment process
  • another public notification period.

We publish the decision notice on Development.i and will send you a copy. The decision notice explains how we reached our decision.

Appeal a decision

If your submission was properly made, you may appeal the decision through the Planning and Environment Court.

We will let you know the start and end dates for this appeal period.

Change or withdraw a submission

You can withdraw a submission at any time before we make a decision on the DA.

Changing a submission must be done before the end of the public notification period.
