Invitation to tender a milestone for Greenmount water treatment plant

Three parties who were successful through an Expression of Interest (EOI) for the design and construction of the Greenmount water treatment plant have been formally invited to submit a tender.
Toowoomba Regional Council (TRC) last year received a strong response from industry as part of the EOI process, reflecting the importance of the project.
The tender process marks a key milestone in this vital community infrastructure project.
It will ensure the selection of a contractor capable of delivering the plant to the highest standards.
TRC Deputy Mayor and Strategic Water Planning and Capital Delivery portfolio spokesperson Cr Rebecca Vonhoff said the plant will be located on Council-owned land at 13 Haldon Street in Greenmount.
“The delivery of the plant is part of Council’s Four Communities Water Supply Project, which will provide safe and secure drinking water to residents in Cambooya, Clifton, Greenmount and Nobby,” Cr Vonhoff said.
“Raw water from Cressbrook Dam will be carried via Seqwater’s new Toowoomba to Warwick Pipeline to an off-take facility supplying the plant.
“The plant will remove contaminants from the water, producing safe drinking water in line with regulatory standards. The treated water will then be stored at the existing Haldon Street Reservoir before being transported via new treated water pipelines to Cambooya, Greenmount, Nobby and Clifton.
“This is a great outcome for residents who have relied on bore water previously. For years, residents have experienced variations in water hardness, although the water has always been safe to drink. This new treatment plant means those issues are a thing of the past.
“Water security is a top priority for Council, and this project will give current and future communities the certainty and opportunities that come with having a permanent treated water supply.
“The new facility demonstrates Council’s strong investment in the Region’s water infrastructure and the benefits that come from Council partnering with the State Government.
“Council expects the project will act as a catalyst for further development in these four communities.”
Tenders close on 24 March 2026, and the successful tenderer is expected to be announced from mid-2026.
Construction is expected to start shortly afterwards and be completed in 2027, aligned with the completion of the Toowoomba to Warwick Pipeline.
The Four Communities project is jointly funded by the Queensland Government as part of its Toowoomba to Warwick Pipeline project, and Toowoomba Regional Council. The Queensland Government has committed a grant of $15 million to the Four Communities Water Supply Project.
The Toowoomba to Warwick Pipeline project is being delivered by Seqwater.
