Become a provider

Help us create a healthier and more active community by expressing your interest in becoming a Change Project Provider. 

We are looking to partner with passionate, community-minded instructors, facilitators and organisations to help deliver low cost, inclusive health and wellbeing activities across the Toowoomba Region. 

About The Change Project

The Change Project is Council's healthy communities' initiative, designed to support residents to live healthier, more connected and happier lives. We do this by offering a diverse range of accessible activities that promote physical activity, mental wellbeing, social connection and lifelong healthy habits.

The Change Project has been creating healthier, more connected communities in the Toowoomba Region for over 10 years. From just 6,000 participant activations in 2012 to more than 88,000 each year, the program now delivers over 4,000 classes annually, supported by Toowoomba Regional Council and aligned with Council’s Corporate Plan.

The program has received multiple honours, including awards from Parks and Leisure Australia, the Heart Foundation, Channel 7, and the 2025 Business disABILITY Social Inclusion Award - recognising its leadership in community wellbeing and inclusive practice.

With a strong commitment to accessibility, The Change Project offers disability‑friendly activities across the region and continues to deliver meaningful outcomes. Recent consultation found 92% of participants feel more connected to their community, and 77% report stronger social connections. With such a wide variety of inclusive, affordable activities on offer, there truly is something for everyone.

Active Parks

We want to partner with you to deliver Active Parks sessions across the region. In return for delivering a regular $5 class as part of your activity schedule, we provide free park hire and promotion support through the Change Project. Submit your interest

Placement within the program is not guaranteed, as new providers are selected based on:

  • identified community needs and priority demographics
  • gaps in the current program offerings
  • available resources, venues and program capacity
  • alignment with the Change Projects values and goals.

Provider benefits

Providers who join the program may access: 

  • opportunities to promote services and facilities to new audiences 
  • support through Council-managed promotion, including printed and digital marketing, newsletters and listing within the printed Healthy and Active Directory
  • potential venue support for eligible activities (conditions apply and availability varies depending on program capacity and community demand).

Requirements

Eligibility requirements to participate as a provider in the Change Project include:

  • relevant qualifications for your discipline
  • hold current public liability and professional indemnity insurances
  • hold a current working with children blue card (for activities with children)
  • be willing to offer at least one regular classed at $5 or less (conditions apply)
  • classes must be beginner friendly and on a pay-as-you-go basis.

“Being a Heartmoves provider allows me to deliver classes suitable for anyone, including people with long-term health conditions and those who may not have exercised in a while (or at all).  The most rewarding part is seeing my participants improve their health and confidence to lead active and healthy lifestyles.  I find it very inspiring to see my participants aged from 40 up to 90 years old giving it all and really enjoying the classes.  I love seeing them have fun while exercising and meeting new people, it’s great!

The partnership with Council in setting up Heartmoves classes has been a great support to my business in being able to deliver low-cost community classes – I’m able to provide accessible health services for those who need them most (which I feel very passionately about), while still keeping my business going!  Participation rates for all my classes have increased, so much so that some classes may need bigger venues soon!  The promotion provided has also been fantastic – it’s so much more than I could have ever achieved on my own, and has done wonders in continuing to encourage new people to come along to classes!”
