Reconciliation Action Plan

After meaningful consultation with the community and Traditional Custodians, Council is proud to announce its decision to move forward with the development and implementation of a Reflect Reconciliation Action Plan (RAP).

This important step demonstrates our commitment to fostering respectful relationships, promoting cultural awareness, and supporting reconciliation with Aboriginal and Torres Strait Islander peoples. The Reflect RAP will guide our efforts to listen, learn, and contribute positively to the journey of reconciliation within our community.

At its heart, reconciliation is about strengthening relationships between Aboriginal and Torres Strait Islander peoples and non-Indigenous peoples, for the benefit of all Australians.

The Reconciliation framework is based and measured on five dimensions:

  • historical acceptance
  • race relations
  • equality and equity
  • institutional integrity
  • unity.

The development, adoption and implementation of a Reconciliation Action Plan is an important action that we can take on the journey of reconciliation.

Reconciliation Working Group

The Reconciliation Working Group was formed in late 2023 to enable us to contribute to reconciliation by:

  • building and encouraging relationships between Aboriginal and Torres Strait Islander people, communities, organisations, and the broader Toowoomba Region.
  • fostering and embedding respect for the world’s longest surviving cultures and communities; and
  • developing opportunities within Council to improve socio-economic outcomes for Aboriginal and Torres Strait Islander peoples and communities.

Community group consultation sessions

Consultation sessions with community groups and Traditional Owners were initially held in February and March with a second round in July 2025 as part of the development of our Reconciliation Action Plan (RAP) for the Toowoomba Region.

These sessions provided an update on the learnings identified throughout the first round of consultation (held in February and March 2025), as well as key points and deliverables proposed within the RAP. Following the success and input received from these community consultation sessions, feedback has been considered and where appropriate, incorporated into the RAP.
