Local Disaster Management Plan
Our Local Disaster Management Plan outlines how to prevent, prepare for, respond to and recover from a disaster or emergency.
The plan was approved by the Local Disaster Management Group on 15 December 2023 and recommended for adoption by Toowoomba Regional Council on 16 January 2024.

Local Disaster Management Group (LDMG)
The Local Disaster Management Group (LDMG) ensures where possible, appropriate disaster management arrangements are in place for any disaster, in following with the Local Disaster Management Plan. These arrangements include plans, committees, response capabilities and a program to tie all of these elements together.
During a local disaster event, the LDMG facilitates cooperation between:
- Toowoomba Regional Council
- State Emergency Service
- Queensland Police Service
- Queensland Fire & Emergency Service
- Queensland Ambulance Service
- Queensland Health Service
- Department of Transport & Main Roads
- Ergon Energy
- Telstra
- ABC Radio.
The LDMG has four main objectives:
- Ensure there is a current Local Disaster Management Plan and there is integrated disaster management capability.
- Ensure that the disaster management system is reviewed and tested.
- Foster an all-agencies approach and a high level of cooperation.
- To activate and manage the Toowoomba Regional Council response to, and recovery from, a disaster event.
