The Toowoomba City Centre Master Plan was adopted by Council in 2010. It guides development and change of the city centre to 2031 and beyond. The outcomes of the master plan included principles, strategies and a structure plan.
The Toowoomba Regional Planning Scheme 2012, incorporates the land use and development strategies of the Toowoomba City Centre Master Plan. This master plan is broken into more specific outcomes to ensure development matches the master plan.

Two notable projects are being completed under the umbrella of the Toowoomba City Master Plan in the 2017/18 financial year.

Toowoomba Regional Council is reviewing the City Centre Master Plan (2010-2030)(external link). The aim of this review is celebrating progress made in implementing priority projects over the last 10 years and understand community priorities for the remaining 10 years of the plan. Through online events and engagement, residents from the region can contribute feedback and ideas for the future of the Toowoomba City Centre.
The ‘City Centre’ area encompasses a number of key locations for future growth. It Includes the city core which Is anchored by Queen's Park and Laurel Bank Park, The Hospital Precinct to the south and the Railway Precinct to the north. Key corridors Include East and West Creeks and the Railway line and historic station.
The City Centre Master Plan was developed in partnership with local businesses In order to drive and manage positive change. The plan identified unique urban characteristics of the city and aimed to capitalise on these assets.
These features include the strong street grid and network of interconnected laneways, heritage architecture and the Garden City Image. Subsequent strategies (external link) such as the Laneway Strategy, Public Art Strategy and Streets and Landscape Strategy further considered improvement works to support the master plan.
Since the master plan was implemented, this area has undergone significant change. We have invested over $800 million, including TRC projects such as the City library, Good’s Shed, Outer circulating road, Ruthven Street and Kwong Sang Walk. The 2030 Master Plan is now at a half-way mark and with 10 years to go, it’s the perfect time to take look at our achievements and towards 2030.
