The following information aims to assist applicants to successfully submit an application for plumbing and drainage work to Council. Application submission options and application requirements are listed below.
Toowoomba Regional Council currently does not offer a drawing service to help you complete your plumbing and drainage application.
There are three ways to submit a plumbing and drainage application. These are listed below.
Online customer service portal - Register (top right-hand corner) and then select 'Development applications'.

PDF applications can be emailed via development@tr.qld.gov.au. Application requirements can be found below.

◻ Form 1 permit work - complete & signed ◻ Supplementary to Form 1 checklist - this document assists applicants with calculating the required application fee and determining mandatory requirements. ◻ Applicable fee
Other mandatory requirements for each specific type of application are below:
◻ Floor plan with scale bar showing all fixtures ◻ Fully dimensioned site plans showing all current & proposed structures, sub-meter locations and/or backflow prevention devices (if applicable)
◻ 1x hydraulic plan with scale bar identifying all fixtures, include Overflow Relief Gullies (ORG), venting, inspection openings (IO’s), vent stack (VS) and sub-meter location/installation (as per 2.03 Water Infrastructure Policy - sub metering guidelines & specifications) ◻ A copy of the soil classification report (as per section 5 on Form 1) ◻ 1x floor plan with scale bar ◻ 1x site plan with scale bar indicating stub location and rainwater tank ◻ Does the application require a new meter? If yes, please refer to Toowoomba Regional Council’s Water and Waste Services (131 872) for more information on lodging an application for a water meter.
◻ 1x site and soil report for the on-site sewerage facility proposal ◻ 1x site plans showing the location of the proposed or existing on-site facility, the land application area and all existing structures on the property◻ A copy of the soil classification report (as per section 5 on Form 1)◻ A copy of the articulation report (as per section 5 on Form 1)◻ The distance from the land application area to the boundary of the property◻ The distance from the land application area to all impervious surfaces of the premise i.e. concrete paths and paved areas◻ Response from Department of Environment and Science (ERA 63).
◻ 1x hydraulic plan with scale car identifying all fixtures, include ORG, venting, IO’s, VS, tempered, hot, cold and rainwater ◻ A copy of the soil classification report (as per section 5 on Form 1) ◻ A copy of the articulation report (as per section 5 on Form 1) ◻ 1x floor plan with scale bar ◻ 1x site plan with scale bar indicating stub location and rainwater tank ◻ 1x architectural drawing and elevations ◻ 1x civil hydraulics ◻ 1x stormwater drawings ◻ Does this application require a fire service? ◻ Will trade waste be discharged from the premise? As of December 2021, Council no longer offers a drawing service for plumbing applications. The plumber completing the work can submit the drawing on graph paper with the application.
