Brian Pidgeon has over 37 years of experience in local government, as well as extensive management experience and professional qualifications in environmental health.

He has been our Chief Executive Officer since September 2012.

Brian’s previous roles include Manager of Health and Director of Environment and Community Services at Toowoomba City Council and General Manager Environment and Community Services Group with the Toowoomba Regional Council following amalgamation.

He has previously worked at Ipswich City Council in various environmental health roles and as a manager of waste services. Brian has three children and is an avid motor sports enthusiast.


Stewart Somers headshotStewart Somers - General Manager Planning & Development Services

Stewart Somers has worked since the early 1970s as an urban planner and senior manager in local and state government organisations and as a consultant to the private and public sectors in Queensland, Victoria, New South Wales, South Australia and Yanchi (China).

He has coordinated and managed multi-disciplinary professional teams on diverse projects such as environmental impact studies for major projects, strategy plans, structure plans, urban master plans and feasibility studies.

Stewart has also been involved in master planning projects in China, including detailed programming, resource planning, budgeting and ongoing project performance analysis.

Stewart has a Degree in Planning, a Diploma in Town Planning from RMIT University and a Master of Business Administration (MBA) from Griffith University.

Stewart joined Toowoomba Regional Council in 2008. He is married to Jung Ah and enjoys gardening and travelling.


Arun Pratap headshotArun Pratap - General Manager Finance and Business Strategy Group

Arun Pratap is charged with charting the future financial sustainability of Council.

The Finance and Business Strategy Group consists of Financial Services, Information, Communications and Technology Services, People and Organisational Development, Customer Service, Stakeholder Engagement and Communications, Customer Services and Service Improvement branches.

Arun is also the Executive Sponsor of two organisational transformation programs being undertaken by Council. The first is the optimisation of existing corporate applications; Finance, Human Resources, Payroll and introducing Strategic Asset Management for the first time. The second program is to implement a structured approach to introduce a corporate Project Management Framework and enabling a Project Management Information System.

Arun brings to Council a background in finance, strategic business planning and stakeholder management in government and quasi-government sectors, including the Queensland Audit Office.

Prior to joining the Toowoomba Regional Council, Arun was Executive General Manager Corporate and Stakeholder Management with the Queensland Bulk Water Authority. Prior to that, he was Chief Financial Officer with the former Caboolture Shire Council.

Arun’s particular interest is in implementing and integrating asset management systems into longer-term financial planning and service delivery.


Mike Brady headshotMike Brady, FIE Aust, CP Eng, FIPWEAQ, RPEQ, MAIPM, CPPD, GAICD - General Manager Infrastructure Services

Mike has over 35 years of engineering, management, design and construction experience in government and the private sector. He holds a Bachelor of Engineering (Civil), a Masters of Local Government Management, and a Graduate Diploma of Local Government Engineering from the University of Technology, Sydney.

Most of his career has been spent in local government in New South Wales and Queensland, as well as senior roles with Queensland Main Roads. He currently leads the Infrastructure Services Group within Toowoomba Regional Council, responsible for delivering the group’s operational and capital programs.

Prior to joining Toowoomba Regional Council in August 2011, Mike was employed with Brisbane City Council in a number of senior roles. Mike is an active member of Engineers Australia, having served as the President of Engineers Australia (Queensland) in 2010 and on the Board of Professional Engineers Queensland from 2012 to 2016. He is also an active member of the Institute of Public Works Engineering Australia (Queensland).

Nick Hauser - General Manager Environment and Community Services

Nick Hauser has worked in local government for the last twelve years, joining Toowoomba Regional Council in 2008 as the Manager of the Parks and Recreation Services Branch. He previously worked for the Rockhampton Regional Council and in the field of sports management and administration.

Nick was schooled in Toowoomba and was School Captain of St Joseph’s College in 1993. He is married to Katie with three young children. In his spare time, he is involved in his children’s sporting pursuits, enjoys playing and coaching touch football, and running for fitness. He has completed sixteen half-marathons and one full marathon and is always working towards his next personal best.


General Manager Kev FlanaganKevin Flanagan – General Manager Water and Waste Services

Kevin Flanagan has extensive local government practice and experience spanning 40 years in the design, construction, maintenance and operation of engineering infrastructure. He is a Fellow of the Institution of Engineers Australia and holds graduate and post-graduate qualifications in Engineering Science and Management. Before starting work at Toowoomba City Council in 1989, Kevin previously worked at Murweh, Moree Plains and Kilkivan Shires and in private practice. Kevin was promoted to Deputy City Engineer in 1990, rising to Director of Engineering Services in 1999. Post amalgamation in 2008, Kevin was appointed to his current role as General Manager Water and Waste Services.

Kevin and his wife Libby have four adult children and six grandchildren. In his spare time, he enjoys watching all sport and is a keen rugby follower, having retired as a first-grade referee in 2007. He also enjoys travel (with Ireland being a favourite destination) and working on his acreage north of Toowoomba. A more recent interest is following his grandchildren's sporting activities.

Kevin Flanagan retired from local government in 2017, following a successful 40 year career in local government. During his tenure, Kevin oversaw the delivery of numerous major projects across the region, including the restoration of the Empire Theatre, the construction of the Wetalla Water Reclamation Facility and the major upgrades of Water and Sewerage Infrastructure across the region following amalgamations.

Troy Uren is currently the Acting General Manager.

Toowoomba Regional Council
