Pro-rata Registration – The discount is not available where the owner has been fined for the dog being unregistered with Council:

 

(a)    6 months – 50% (From 1 January – of applicable annual fee for new dogs to the region.)

These are regulatory fees with no GST that apply to the Fee. To a discount of not less than $16.00.

1.     Where a dog (other than a dog that may be a regulated dog) is currently registered with any other Australian Local Government, satisfactory proof of registration is produced, such as a receipt or registration certificate, and that the animal/s are micro chipped and recorded on the national database and owners update their residency details on that database, no fee will be charged for the registration of the dog for Council’s current year of registration.

1.     No Cost for dogs usually kept on rural land primarily for the purpose of droving, protecting, tending or working stock on a commercial basis. Proof of qualified working dog is required. Parks are within Council’s open space network and are public lands, owned or managed by Council.

These lands generally are used and managed for the purposes of recreation, sport, conservation, utility services and cultural heritage, and are captured in the open space layer on council’s mapping system. The parks classification/typology assists in determining the suitability of uses for parks.

1.     Users are subject to Park Use guidelines and conditions and Council Local Laws.

2.     The use of parks can be complemented by commercial use and activities, where these activities contribute to the broader open space and community values.

3.     Commercial entities are defined as those who expect to generate income from their venture and whose net profits are dispersed to individual members or to any other organisation, which in turn distributes these funds to individual members. Included in this definition are private individuals, business, private schools and private venue functions such as weddings and groups that are not a registered charity or not for profit group.

4.     Non Commercial entities are defined as not for profit groups currently registered under the Associations Incorporation Act 1981 and/or the Associations Incorporation Regulation 1999, or must be a charitable organisation currently registered with the Australian Charities Not for Profit Commission under the Australian Charities Act and Not for Profit Commission Act 2012.

Hire of barricades and traffic control devices

Signs are not generally hired out unless they are unavailable from other hire sources.  The client is responsible for return of all devices in the condition (fair wear and tear excluded) as hired.  Damaged or missing signs shall be replaced by the client at the current cost of a new device.  It is the hirer's responsibility to install signage to conform to the Main Roads Manual of Uniform Traffic Control Devices (MUTCD) Part 3. These costs do not include delivery or erection.

General Notes

 

 

1.    Staffed Waste Facilities are:- Toowoomba Waste Management Centre, Jondaryan, Goombungee, Millmerran, Pittsworth, Yarraman, Kleinton, Greenmount, Oakey, Evergreen, Crows Nest (South St), Clifton and Ravensbourne or as listed on the Toowoomba Regional Council website (http://www.tr.qld.gov.au/).

2.    Unstaffed Waste Facilities are: - Cecil Plains, Emu Creek, Cooyar, Millmerran Bin Sites or as listed on the Toowoomba Regional Council website (http://www.tr.qld.gov.au/).

3.    The Cooyar, Ravensbourne, Crows Nest and Emu Creek facilities are restricted to self-haul type vehicles only. Height restrictors may be installed at these sites – maximum height 2.4m.

4.    Council does not provide facilities for segregation of green waste or collection of recyclables at unstaffed sites.  Customers are encouraged to take green waste and recyclables to the nearest staffed site (see General Notes above).

5.    No dangerous or hazardous waste shall be disposed of at the landfill, except those items permitted under Council's Environmental Authority.

6.    The waste facility supervisor or weighbridge / gatehouse operator is authorised to determine charges in accordance with the schedule and is required to obtain information with regard to the source and type of waste to be deposited.

7.    Disputes or requests for refunds shall be referred, in writing, to Council for determination.

8.    Waste disposal charges for waste including domestic waste and green waste that is generated outside of the Toowoomba Regional Council Area will attract an additional charge equivalent to 100% of the applicable commercial waste type charge listed above.

9.    Gate fees apply to any waste generated from a commercial premise and taken to a council waste facility for disposal. Information such as the historic use of the facility by the customer, along with the type and size of vehicle and the type and volume of waste can be used in determining whether a commercial fee is required.

10.  Domestic charges apply to waste that is normally generated from domestic households and self-hauled by the owner / occupier to a waste facility in a non-commercial vehicle or vehicle combination.  Domestic waste is not intended to include waste streams which are not from the normal operation of a dwelling. Examples of wastes which are not from the normal operation of a dwelling might include major tree lopping, major renovations, asbestos etc, or material delivered in bulk quantities in a commercial vehicle.

11.  Gate fees apply to any waste transported to a council waste facility for disposal in a vehicle used for commercial purposes.

12.  Green waste disposal fees may be avoided by ordering a council green waste kerbside wheelie bin service if it is available in your area. A green waste wheelie bin service can be provided at a low cost, charged each half year on the property rates and the green waste collection service is provided fortnightly. Multiple green waste bins can be ordered (dependant on available storage space at the premises and available kerbside presentation space).

13.  Council determines the weight of loads for charging purposes by weighing vehicles, before and after tipping, where a weighbridge is installed and / or by using average weights that are based on Vehicle Type, Waste Stream and RGVM/RCVM of the vehicle / vehicle combination where a weighbridge is not installed. The average weights used at non-weighbridge sites are shown at Appendix C and are derived from State Government deeming rates.

14.  The average weights or methodology used to determine load weights at non-weighbridge sites may be subject to review / change by Council. Customers will be given a minimum of one (1) months’ notice of any changes.

15.  Manager Waste Services may negotiate bulk fee discounts with prior approval of the General Manager, Water and Waste Services where an approved FCP model is in place.

1.    The fees for green waste disposal (Category B) apply to uncontaminated loads of green waste that is suitable for processing by Council or its contractors.   Contaminated loads will be charged at the General Waste rates.

2.    Contaminated loads of green waste must be deposited into the landfill cell or transfer station bin or as directed by the facility operator.

3.    Green waste is not accepted at skip bin sites.

1.    Tyres are not accepted at the Clifton, Crows Nest,  Ravensbourne, Evergreen and Oakey waste facilities.

2.    Tyres are not accepted at unstaffed sites.

3.    Tyres from domestic sources (non-commercial sources) are only accepted at the Toowoomba Waste Management Centre, Jondaryan, Millmerran, Pittsworth, Yarraman, Goombungee, Clifton and Greenmount waste facilities, maximum 4 tyres per visit.

4.    Shredded tyres are not accepted at any of Council’s waste facilities (staffed or unstaffed).

Sorted/uncontaminated loads of recyclable materials from commercial sources

1.    Equivalent to those materials accepted in the recycling section of Council's Wheelie Bins, and bulk scrap metal that are accepted for recycling.

2.    Car and truck batteries from domestic sources only, may be accepted provided they are undamaged and not leaking and a battery storage facility is provided.

3.    Waste oil, car/truck engine oil and gear oil, from domestic sources only, may be accepted where a waste oil collection receptor is provided at the facility.

1.    All mixed loads (those that contain concrete, bitumen or asphalt mixed with non-reusable waste) will be charged at the applicable general waste type rate.

2.    Acceptance of uncontaminated loads of concrete, bitumen or asphalt at unstaffed sites is subject to prior approval by Council.

Clean Fill

F. Clean Fill

1.    Clean fill (clean earthen material) means—

(a) either of the following, if pulverised so that no piece has any dimension of more than 100mm—

(i) bricks, pavers or ceramics;

(ii) concrete that does not have any steel reinforcing rods embedded in it; or

(b)  clean earth.

2.    Clean fill is generally not accepted at Council transfer stations or bin stations. 

3.    Councils Landfill Development Approvals (LDA's) place conditions on the maximum contaminant and leachable contaminant levels of soil permitted to be disposed at each landfill site.

Contaminated soils that present potential public or occupational health or environmental hazard or a public nuisance e.g. dusty, odorous contaminated soils, must be deep buried. A special burial charge will be applied.

Soils that do not meet the LDA acceptance criteria are NOT accepted at any facility.

4.    Acceptance of clean fill at waste facilities is subject to:

·         prior approval by Council for bulk loads (> 5m3), customers must provide evidence that the fill meets the LDA conditions, or

·         visual inspection by a gatehouse attendant for small loads (<5m3). 

5.    Materials that do not meet the above criteria will be charged at the applicable General Waste rate.

6.    Subject to the scale and operational requirements for clean fill, Waste Services at its absolute discretion may negotiate to determine a fee for the acceptance of clean fill.

Regulated Waste

G. Regulated Wastes  - must be dewatered

1.     Regulated waste may be accepted at the Toowoomba Waste Management Centre subject to meeting Council’s Landfill Development Approval (LDA's) Conditions.

2.     Limited regulated waste may be accepted at the Jondaryan, Millmerran, Pittsworth and Goombungee waste facilities (landfills) subject to meeting Council’s Landfill Development Approval (LDA's) Conditions.

3.     Limited Regulated Waste means any of the following types of regulated waste—

a.     animal effluent and residues, including abattoir effluent and poultry and fish processing waste;

b.    asbestos; (see below section for acceptance criteria for asbestos).

c.     food processing waste;

d.    quarantine waste that has been rendered non-infectious;

e.     sewage sludge or residue .

4.     Regulated waste and limited regulated waste is not accepted at unstaffed sites.

Asbestos

H. Asbestos

1.    Asbestos is accepted at the Toowoomba Waste Services Centre.  Prior notice is required for large loads greater than 250kg, please call Waste Services on telephone 131 872.

2.    Asbestos may be accepted at the Jondaryan, Millmerran, Pittsworth and Goombungee sites subject to prior Council approval.  Call Waste Services on 131 872 prior to attending a waste facility.

3.    Asbestos (all types and sources) must be double wrapped and sealed and remain sealed after unloading at the facility.  The customer must adopt methods of unloading or the use of equipment which avoids the material being 'dumped' which results in rupturing the wrapping. This might include wrapping the asbestos in loads small enough to be physically handled manually by the customer, or the use of mechanical equipment such as a 'hiab' or similar. It is the customers responsibility to repair and reseal the asbestos packaging, should the wrapping rupture during unloading, before leaving the facility.  Council will pass on any additional costs incurred to deal with asbestos that has been inappropriately unloaded at a waste facility and may have an obligation to report the customer to the appropriate agencies.

I. Animals

1.     Dead animals are accepted at the Jondaryan, Millmerran, Pittsworth and Goombungee waste management facilities by appointment only. Times are subject to normal site operating schedules, the availability of plant and operators. Customers may be referred to a facility other than their preferred/closest in some cases. Please call Waste Services on telephone 131 872 to book an appointment.

2.     Dead animals are accepted at the Toowoomba Waste Services Centre during operating hours. Please consider the amenity of our staff and other customers by concealing your animal for delivery. Prior notice is required for large animals greater than 100kg, please call Waste Services on telephone 131 872.

3.     Dead animals are not accepted at unstaffed facilities.

Discounts

1.     Discounts may apply in the following circumstances.

·         One off batches of between 10 and 20 samples.

·         Batches of between 5 and 10 samples submitted at least 4 times per year.

·         One off batches of  >20 samples.

·         Batches of >10 samples submitted at least 4 times per year.

·         Routine samples, clearly defined customer specific test suite.

2.     Discounts may be separately negotiated with the Principal Scientist Laboratory Services providing the following apply:

·         Analysis requirements are contained in standard laboratory testing suits.

·         Analysis requirements are able to be offered in-house by the testing laboratory.

·       The customer commits to ongoing and consistent use Laboratory Services for testing requirements.

3.     Discounts will only be offered in the form of a written quotation, at the customers’ request.  Written confirmation of acceptance is required. 

4.     Discounts will not apply to variations from the agreed testing program, unless separately negotiated with the Principal Scientist Laboratory Services.

5.     Discounts may not be offered where, in the opinion of the Principal Scientist Laboratory Services, one or more of the following circumstances apply:

·         Results are required in less than one week from receipt of samples.

·         Part or all of the required test program must be outsourced (partial discount may apply).

·         The sample matrix or composition is such that specialised sample preparation is required.

·         Tests are those not normally carried out by Laboratory Services, or require modification to suit particular client requirements or sample characteristics.

·         The sampling program is irregular or highly variable.
