General Notes |

1.
Staffed Waste Facilities are:- Toowoomba Waste
Management Centre, Jondaryan, Goombungee, Millmerran, Pittsworth, Yarraman,
Kleinton, Greenmount, Oakey, Evergreen, Crows Nest (South St), Clifton and
Ravensbourne or as listed on the Toowoomba Regional Council website (http://www.tr.qld.gov.au/). 2.
Unstaffed Waste Facilities are: - Cecil Plains, Emu
Creek, Cooyar, Millmerran Bin Sites or as listed on the Toowoomba Regional
Council website (http://www.tr.qld.gov.au/). 3.
The Cooyar, Ravensbourne, Crows Nest and Emu Creek
facilities are restricted to self-haul type vehicles only. Height restrictors
may be installed at these sites – maximum height 2.4m. 4.
Council does not provide facilities for segregation of
green waste or collection of recyclables at unstaffed sites. Customers are encouraged to take green waste
and recyclables to the nearest staffed site (see General Notes above). 5.
No dangerous or hazardous waste shall be disposed of at
the landfill, except those items permitted under Council's Environmental
Authority. 6.
The waste facility supervisor or weighbridge /
gatehouse operator is authorised to determine charges in accordance with the
schedule and is required to obtain information with regard to the source and
type of waste to be deposited. 7.
Disputes or requests for refunds shall be referred, in
writing, to Council for determination. 8.
Waste disposal charges for waste including domestic
waste and green waste that is generated outside of the Toowoomba Regional
Council Area will attract an additional charge equivalent to 100% of the
applicable commercial waste type charge listed above. 9.
Gate fees apply to any waste generated from a
commercial premise and taken to a council waste facility for disposal.
Information such as the historic use of the facility by the customer, along
with the type and size of vehicle and the type and volume of waste can be
used in determining whether a commercial fee is required. 10.
Domestic charges apply to waste that is normally
generated from domestic households and self-hauled by the owner / occupier to
a waste facility in a non-commercial vehicle or vehicle combination. Domestic waste is not intended to include
waste streams which are not from the normal operation of a dwelling. Examples
of wastes which are not from the normal operation of a dwelling might include
major tree lopping, major renovations, asbestos etc, or material delivered in
bulk quantities in a commercial vehicle. 11.
Gate fees apply to any waste transported to a council
waste facility for disposal in a vehicle used for commercial purposes. 12.
Green waste disposal fees may be avoided by ordering a
council green waste kerbside wheelie bin service if it is available in your
area. A green waste wheelie bin service can be provided at a low cost,
charged each half year on the property rates and the green waste collection
service is provided fortnightly. Multiple green waste bins can be ordered
(dependant on available storage space at the premises and available kerbside
presentation space). 13.
Council determines the weight of loads for charging purposes
by weighing vehicles, before and after tipping, where a weighbridge is
installed and / or by using average weights that are based on Vehicle Type,
Waste Stream and RGVM/RCVM of the vehicle / vehicle combination where a
weighbridge is not installed. The average weights used at non-weighbridge
sites are shown at Appendix C and are derived from State Government deeming
rates. 14.
The average weights or methodology used to determine
load weights at non-weighbridge sites may be subject to review / change by
Council. Customers will be given a minimum of one (1) months’ notice of any
changes. 15.
Manager Waste Services may negotiate bulk fee discounts
with prior approval of the General Manager, Water and Waste Services where an
approved FCP model is in place. |

1.
Clean fill (clean earthen material) means— (a)
either of the following, if pulverised so that no piece has any dimension of
more than 100mm— (i) bricks, pavers
or ceramics; (ii) concrete that
does not have any steel reinforcing rods embedded in it; or (b) clean earth. 2.
Clean fill is generally not accepted at Council
transfer stations or bin stations. 3.
Councils Landfill Development Approvals (LDA's) place conditions
on the maximum contaminant and leachable contaminant levels of soil permitted
to be disposed at each landfill site. Contaminated soils
that present potential public or occupational health or environmental hazard
or a public nuisance e.g. dusty, odorous contaminated soils, must be deep
buried. A special burial charge will be applied. Soils that do not
meet the LDA acceptance criteria are NOT accepted at any facility. 4.
Acceptance of clean fill at waste facilities is subject
to: ·
prior approval by Council for bulk loads (> 5m3),
customers must provide evidence that the fill meets the LDA conditions, or ·
visual inspection by a gatehouse attendant for small
loads (<5m3). 5.
Materials that do not meet the above criteria will be
charged at the applicable General Waste rate. 6.
Subject to the scale and operational requirements for
clean fill, Waste Services at its absolute discretion may negotiate to
determine a fee for the acceptance of clean fill. |

1.
Regulated waste may be accepted at the Toowoomba Waste
Management Centre subject to meeting Council’s Landfill Development Approval
(LDA's) Conditions. 2.
Limited regulated waste may be accepted at the
Jondaryan, Millmerran, Pittsworth and Goombungee waste facilities (landfills)
subject to meeting Council’s Landfill Development Approval (LDA's)
Conditions. 3.
Limited Regulated Waste means any of the following
types of regulated waste— a.
animal effluent and residues, including abattoir
effluent and poultry and fish processing waste; b.
asbestos; (see below section for acceptance criteria

Asbestos is accepted at the Toowoomba Waste Services
Centre. Prior notice is required for
large loads greater than 250kg, please call Waste Services on telephone 131
872. 2.
Asbestos may be accepted at the Jondaryan, Millmerran,
Pittsworth and Goombungee sites subject to prior Council approval. Call Waste Services on 131 872 prior to
attending a waste facility. 3.
Asbestos (all types and sources) must be double wrapped
and sealed and remain sealed after unloading at the facility. The customer must adopt methods of
unloading or the use of equipment which avoids the material being 'dumped'
which results in rupturing the wrapping. This might include wrapping the
asbestos in loads small enough to be physically handled manually by the
customer, or the use of mechanical equipment such as a 'hiab' or similar. It
is the customers responsibility to repair and reseal the asbestos packaging,
should the wrapping rupture during unloading, before leaving the
facility. Council will pass on any
additional costs incurred to deal with asbestos that has been inappropriately
unloaded at a waste facility and may have an obligation to report the
customer to the appropriate agencies. |

Dead animals are accepted at the Jondaryan, Millmerran,
Pittsworth and Goombungee waste management facilities by appointment only.
Times are subject to normal site operating schedules, the availability of
plant and operators. Customers may be referred to a facility other than their
preferred/closest in some cases. Please call Waste Services on telephone 131
872 to book an appointment. 2.
Dead animals are accepted at the Toowoomba Waste
Services Centre during operating hours. Please consider the amenity of our
staff and other customers by concealing your animal for delivery. Prior
notice is required for large animals greater than 100kg, please call Waste
