The Development Assessment Panel (DAP) is a standing panel of Councillors and the General Manager Planning and Development Services Group who meet every second Thursday of each month.

The DAP provides a forum where issues relevant to development proposals or applications can be discussed. It also aims to ensure development within the region accords with the Toowoomba Regional Council's Planning Scheme, planning instruments, codes and relevant legislation. The DAP may refer an application to the elected Council for final determination. Only applicant(s) and/or submitter(s) who made properly made submissions may request the opportunity to publicly address a DAP meeting on matters listed on the DAP agenda.
