Summary of July 2019 report
Detached dwelling applications and unit applications have increased in July 2019, compared to the previous month. Ten lots were sealed and released into the market. During the same period, 51 new houses were constructed (indicating a higher lot consumption compared to new lots released).
The total number of development applications received during the month of July 2019 was 193, compared to 237 in June 2019 for the region (Graphs 3.0, 7.0 and 13.0). Of these applications received, 70 were planning related applications and 123 were building siting/discretion and plumbing related applications.
The total number of development applications approved during the month of July 2019 was 215, compared to 198 in June 2019 for the region (Graph 3.0 and 14.0). There was one refusals for a Material Change of Use (Impact) application and a Building Siting/Discretion Application. Of the 215 approvals, 95 were planning related approvals and 120 were building siting/discretion and plumbing related approvals.
Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications.
For the last 12 months, the monthly average number of development applications received was 210 (84 for planning related applications) and the monthly average number of development applications approved was 198 (74 for planning related applications). In July 2019, these figures were 193 and 215 respectively. At the end of July 2019, there were 269 planning related applications and 88 building/plumbing related applications not yet decided and at various stages within the assessment process. A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.
During July 2019, 31 new lots were approved and 10 sealed compared to no new lots and four sealed lots during June 2019 (Graph 4.0). In the same period, 51 new dwellings and 26 new units were approved, increasing the Region's housing stock by 77 (Graph 6.0). Decision making periods for the month of July 2019 show that of the decisions made, 117 - or 91% - were decided within 20 business days (Graph 8.0). The average decision making period for survey plan sealing was 1.1 days. Building approval numbers have been fluctuating for the last twelve months. For July 2019, approval numbers and value functions have increased compared to June 2019. There is a decreasing trendline for approval numbers and for value functions for the last 13 months (Graph 12.0).
The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of July 2019 was 258 for the whole region compared to 179 for June 2019.
The combined value of approved building applications during the month of July 2019 achieved $54,918,000 for the whole region (Graph 12.0 and 16.0) as compared to $45,289,000 in June 2019.
