Summary of April 2019 report
Detached dwelling applications and unit applications have decreased in April 2019, compared to the previous month. Four lots were sealed and released into the market. During the same period, 35 new houses were constructed (indicating a higher lot consumption compared to new lots released).
The total number of development applications received during the month of April 2019 was 182, compared to 183 in March 2019 for the region (Graphs 3.0, 7.0 and 11.0). Of these applications received, 81 were planning related applications and 1101 were building siting/discretion and plumbing related applications.
The total number of development applications approved during the month of April 2019 was 166, compared to 172 in March 2019 for the region (Graph 3.0 and 12.0). There were two refusals for a Changes to Development Approval application and a Building Discretion application. Of the 166 approvals, 65 were planning related approvals and 101 were building siting/discretion and plumbing related approvals.
Development applications referred to above include Material Change of Use (MCU), Reconfiguring a Lot (RAL), Operational Works (OW), Plan Sealing, Planning Scheme Works, Environmentally Relevant Activities (ERAs), Plumbing and Drainage, Building Regulatory Sitings/Discretion, miscellaneous building and plumbing applications and requests for modifications.
For the last 12 months, the monthly average number of development applications received is 220 (87 for planning related applications) and the monthly average number of development applications approved is 207 (77 for planning related applications). In April 2019, these figures were 182 and 166 respectively. At the end of March 2019, there were 249 planning related applications and 80 building/plumbing related applications not yet decided and at various stages within the assessment process (see summary tables). A number of the planning related applications are requests for negotiated decision notices and for extensions to relevant period.
During April 2019, 77 new lots were approved and 4 sealed compared to 62 new lots and 1 sealed lot during March 2019 (Graph 4.0).
In the same period, 35 new dwellings and 2 new units were approved, increasing the Region's housing stock by 37 (Graph 6.0).
Decision making periods for the month of April 2019 show that of the decisions made, 134 - or 91% - were decided within 20 business days (Graph 8.0). The average decision making period for survey plan sealing was 5 days.
Building approval numbers have been fluctuating for the last twelve months. For April 2019, approval numbers and value functions have decreased compared to March 2019. There is a decreasing trendline for approval numbers and for value functions for the last 13 months (Graph 10.0).
The total number of building applications approved for dwellings, extensions, units and class 2-9 applications during the month of April 2019 was 174 for the whole region compared to 239 for March 2019.
The combined value of approved building applications during the month of April 2019 achieved $21,890,000 for the whole region (Graph 10.0) as compared to $26,149,000 in March 2019.
