Gap Road upgrade

This $6 million project will involve the upgrade of Gap Road, Pittsworth and its intersection with the Gore Highway. The works will include:

  • road widening and overlay works, including drainage on Gap Road from the Gore Highway to Helens Street
  • upgrading the intersection to Gap Road and the Gore Highway including installing a left-turn lane and increasing the length of the existing right-turn lane on the Gore Highway.

The upgrade is a major project for the region which will improve safety on Gap Road and will provide a road link between the Industrial Precinct and the wider region, state and national transport networks. It will provide full access for Performance-Based Standards level 3 including type 1 road trains and create opportunities for local expansion and development.

Residents will be advised in advance of construction works and impacts and we will seek to minimise disruptions where possible. Access to properties will be maintained during construction.

The project is proudly funded by the State Government through the Building Our Regions program and Toowoomba Regional Council.

The Pittsworth Industrial Precinct Enabling Project (PIPEP) is a major initiative to upgrade Gap Road and install sewerage infrastructure in the Pittsworth Industrial Precinct. The project will improve safety on Gap Road, provide a critical road link between the Industrial Precinct and the wider region and deliver sewerage infrastructure to enable expansion and development within the Industrial Precinct.

The PIPEP is proudly funded by the State Government through the Building Our Regions program and Toowoomba Regional Council.

The case for the PIPEP

Pittsworth is evolving as a key regional heavy vehicle transport hub on the Darling Downs. Gap Road provides the most direct route for multi-combination vehicles (MCV) including Type 1 road trains and B-doubles travelling from interstate, to access the Industrial Precinct from the Gore Highway. Gap Road does not currently meet the road width and pavement standards required by the National Heavy Vehicle Regulator (NHVR)* for the safe operation of MCVs. Due to these limitations, MCVs are required to travel along the Clifton-Pittsworth Road (Helens Street) through a residential area for access to and from the Gore Highway.

The PIPEP will upgrade Gap Road to a suitable standard to cater for future MCV access.

The sewerage upgrade will expand the existing Pittsworth sewerage network to the Industrial Precinct, creating opportunities for development and expansion in this area.

* The NHVR is Australia’s independent regulator for all vehicles over 4.5 tonnes gross vehicle mass.

Benefits of the PIPEP

The PIPEP will deliver economic, industry and safety benefits. The major benefits are:

Economic:

  • Creation of economic activity and jobs during and after construction.
  • Support for expansion and development within the Industrial Precinct.

Industry

  • Improved access to Pittsworth and the Industrial Precinct.
  • Access for multi-combination vehicles (MCV) including Type 1 road trains and B-doubles.
  • Reduced noise along the Clifton-Pittsworth Road (Helens Street).

Safety

  • Improved safety for all road users.

Gap Road upgrade

The Gap Road upgrade involves road and drainage construction works from the Gore Highway to Helens Street including:

  • widening the existing six-metre-wide two-lane twoway carriageway to a 10-metre-wide carriageway
  • upgrading the intersection to Gap Road and the Gore Highway including installing a left-turn lane and increasing the length of the existing right-turn lane on the Gore Highway
  • installing cross drainage culverts and open drains
  • constructing pavement including bitumen sealing and asphalt surfacing
  • reinstating property accesses
  • reinstating turnouts to the Council street network.

Sewerage upgrade

The sewerage upgrade involves constructing gravity sewer mains, a rising main and sewage pumping station in the Industrial Precinct. Where possible, sewers will be located in the road reserve to minimise construction works within properties.

On completion of the upgrade, property owners will have the opportunity to connect to the sewerage network.

Pittsworth Industrial Precinct project timeline

Progress so far

Stage one of construction commenced in late June and was completed in November 2017. This stage involved upgrading Gap Road from the Gore Highway to 53 Gap Road (Farmhaul) and commencing construction of gravity mains.

Stage two of construction commenced in November 2017 and involves upgrading the Gore Highway intersection, continuing construction of gravity mains and commencing construction of the rising main. This stage is expected to be completed by February 2018, weather permitting.

Next stages of the project

Stage three of construction will involve upgrading Gap Road from 53 Gap Road to Cypress Street, completing construction of the rising main, commencing construction of the sewage pumping station and continuing construction of gravity mains. This stage is expected to start in February and be completed in March 2018, weather permitting.

Stage four of construction will involve upgrading Gap Road from Cypress Street to Helens Street, completing construction of the sewage pumping station and gravity mains and undertaking sewer infrastructure testing and commissioning. This stage is expected to start in March and be completed in mid-2018, weather permitting.

Some components of the project may commence ahead of schedule in an effort to reduce impacts to adjacent property owners and road users.
