The Highfields Library Project is a Council initiative to construct a library, customer service centre and community meeting facility in Highfields. This will be located on the corner of Balmoral Street and O’Brien Road in Highfields (see map below).
Council has identified the need for a library to be constructed in Highfields to replace the existing temporary facility which supports around 52,600 visitors each year. The current library – a demountable structure – does not have the space or facilities required to accommodate the growing number of library users in Highfields and its surrounding communities. The resource collection, areas for junior and adult reading, computer facilities and library programs are restricted due to lack of space and safe / suitable facilities including disability access and toilet amenities.
HIghfields residents will be invited to help shape the design of the new facility at key points. For example, it is expected that there will be an opportunity comment on exterior concept designs options in late 2018. Information will be published on our YourSay website when feedback is being sought.
Target completion date
The business case, functional brief and cost plan have been completed and approved. In March 2018 Council released a tender to engage a consultant to design the new facility. The design for the new facility is expected to be completed in late 2018.
The project will move into the design phase in May 2018. This phase will involve developing a concept design for the new facility and is expected to be completed during November 2018.
The new facility is expected to open in 2020.
The Highfields Library Project will deliver a modern purpose-built library, customer service centre and community meeting facility in Highfields. The new facility will provide significant upgrades to services and facilities on offer to the community including:
- A 1,000m² purpose-built modern library to meet current and future demand Highfields Library Project
- A customer service centre
- Community meeting rooms and function spaces
- A secure outdoor area for children’s activities
- Disability access
- Dedicated reading areas, including outdoor spaces
- Dedicated library program room
- Computer facilities including free Wi-Fi access
- New library technology including an automated returns room to improve efficiency
- Car parking and loading areas.
The location has been selected due to its pedestrian accessibility, co-location with other community facilities, available services and opportunities to draw inspiration from the nearby bushland.
The location will offer safe pedestrian connections between other community facilities in the precinct including the Highfields Cultural Centre and Highfields Fitness and Recreation Centre. The project will close part of Sean McCarthy Way to enable safe pedestrian access between these facilities without road crossings.
The location has the required services (ie: water, sewage and road network) to allow the project to proceed immediately and cost-effectively. This location will enable the new facility to be constructed three-to-five years earlier than other sites considered by Council.
In addition the location is adjacent to the Charles and Motee Rogers Bushland Reserve, providing an opportunity for the facility’s design to embrace the unique natural setting, e.g. through outdoor reading areas.
