Toowoomba Regional Council (TRC) this week endorsed the Priority Development Area (PDA) Submissions Report and agreed to proceed with proposed amendments to the Toowoomba Railway Parklands PDA Development Scheme.

Council’s Planning and Development Committee last week recommended endorsing the updates to the Development Scheme.

TRC Strategic Planning and Economic Development portfolio leader Cr Anne Glasheen said the Committee’s recommendations would align terminology in the development scheme with the Economic Development Act 2012.

“Changes to the Economic Development Act have added new terms to the planning framework since the Toowoomba Railway Parklands PDA Development Scheme came into effect in January 2016,” Cr Glasheen said.

“The amendments will ensure the terms in the Act are replicated in the PDA Development Scheme.

“Assessment levels for certain land uses will be amended to align with assessment that is required for the adjacent Principal Centre Zone (PCZ).

“This will offer greater consistency and reduce the levels of assessment for certain land uses, while also increasing assessment levels for uses that are deemed to be inconsistent with the intent of certain precincts.”

Proposed assessment level reductions (within an existing building and no more than 25m² additional Gross Floor area):
• Bar, club and educational establishment in Precinct 1;
• Indoor sport and recreation, market and short-term accommodation in Precinct 2;
• Showroom, theatre and shop (<1,500m² GFA) in Precinct 3;
• Shop (<1,500m² GFA) in Precinct 4; and
• Function facility, shop (<1,500m² GFA) and theatre in Precinct 5.

The level of assessment for the following uses is proposed to be PDA assessable development:
• Low impact industry in Precinct 2;
• Garden centre and tourist attraction in Precinct 4; and
• Garden centre in Precinct 5.
